Description
SYNOPSIS: PRESSURE SCANNING SYSTEM This synopsis is issued in accordance with FAR 5.101(a)(1) and FAR 5.207. This proposed action is for the procurement of a Pressure Scanning System. The Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b)(1). This proposed procurement will be a sole source award under North American Industry Classification System Code (NAICS) 334513: Instruments and Related Products Manufacturing for Measuring, Displaying and Controlling Industrial Process Variables. Business size standard for NAICS 334513 is 500 employees. PSC code: 6685 - Pressure, Temperature and Humidity Measuring and Controlling Instruments. Delivery Schedule: 12 Weeks ARO Delivery Destination: AFIT/ENY Area B, Building 640 2950 Hobson Way Wright Patterson AFB, OH 45433 Performance Requirement: The Government requires that AFIT/ENY receives the following two-part system which consists of (A) Pressure Scanner; (B) Data Acquisition System. The items must be purchased together and provided by the same vendor/supplier: A. Pressure Scanner 1. Must accurately measure surface pressure for at least 32 in-model and/or tunnel wall locations (≥32 channels for pressure scanning) 2. Must have pressure ranges from 0 to 30 psi (0 to 204 kPa), or atmospheric reference pressure ±15 psid (pounds per square inch differential) 3. Must provide static errors within at least ±0.05% of full-scale pressure range 4. Must include digital temperature compensation (DTC) for pressure measurements (thermal stability within at least ±0.005% of full-scale pressure range per ºC) 5. Must have automatic calibration that may use more than one reference pressure, for redundancy and accurate calibration ("dual range calibration") 6. Must provide scanning rate of at least 70,000 channels per second (chs/sec) 7. Must operate within temperature range of -10 to 70 ºC 8. Must include interface cable between scanner and data acquisition system, 3 to 6 feet in length 9. Must include Nylon tubing to connect model pressure ports to pressure scanner, approximately 1000 feet of type "040" (approx. 0.039 inches inner diameter, 0.072 in. outer diameter) B. Data Acquisition System (DAS) 1. Must be compatible with digital temperature compensation (DTC) pressure scanner (above) and incorporate DTC calibration algorithm 2. Must provide static accuracy within at least ±0.05% of full-scale pressure range 3. Must provide thermal error within at least ±0.005% of full-scale pressure range per ºC 4. Must provide analog-to-digital resolution of at least 16 bits 5. Must provide measurement resolution within at least ±0.005% of full-scale pressure 6. Must provide throughput rate of at least 300 Hz/channel (for 64-channel scanning) 7. Must provide 10/100 Base-T Ethernet interface with cable 6 to 10 feet in length 8. Must operate within temperature range of 0 to 70 ºC and relative humidity 95% 9. Must support up to 512 pressure channels (room for addition of future scanners) 10. Must support firmware updates at no extra charge via Ethernet download 11. Must include universal power supply for DAS Manufacturer will ship the hardware to AFIT/ENY and the devices must also include instructions and an operating manual. Must include a one-year warranty period: free from defects in material and workmanship, under normal and proper use in accordance with instructions in the user and maintenance manuals. The requirements identified above have been confirmed by the technical personnel at AFIT/ENY and are in line with the price quotation submitted by TE Connectivity. The proposed source is TE Connectivity located at 1000 Lucas Way, Hampton, VA 23666. This procurement will not be competed because the aforementioned TE Connectivity Pressure Scanning System is the only known system that is capable of fulfilling the customers requirement needs. The Government will award a contract to the responsible Offeror whose offer conforms to the solicitation and is most advantageous to the Government, price and other factors considered. Technical Capability and Price will be used to evaluate all offers. The Department of Defense (DoD) has determined the System for Award Management (SAM) to be the single point of DoD registration for contractors who conduct business or who are interested in conducting business with the government.
