- Statement of Work THIS IS A SYNOPSIS OF PROPOSED CONTRACT ACTION. THIS IS NOT A SOLICITATION OR INVITATION FOR OFFERORS TO SUBMIT BIDS. The Federal Bureau of Prisons (Bureau), Central Office, Administration Division, Acquisitions Branch, National Acquisitions Section, located in Washington, DC anticipates issuance of solicitation for the possible award of a firm-fixed requirement type contract for a correctional education technology system to deliver educational content to inmates. Delivery models should include mobile devices (such as tablets) and desktop clients to enable access when mobile access is not available. The contract shall consist of a Base Year and four (4) 12 month option years. The contract will be for implementation of the program at two (2) institutions and include the option to increase the quantity throughout the performance period. The solicitation is expected to be available on or about September 23, 2016. A draft Statement of Work (SOW) is attached in this notice. Scope of work: Task 1 - Network and Hardware Security Testing The contractor shall provide detailed network architecture and hardware specification documentation and at least four (4) test hardware device exemplars (and any required user accounts) to allow for the Bureau and the Department of Justice (DOJ) Vulnerability Assessment and Penetration Team (VAPT) to perform vulnerability assessment and penetration testing against the vendor's hardware and networked systems. Such testing will include meeting all DOJ and BOP IT wireless security requirements including a fully functional Wireless Intrusion Detection System (WIPS). Task 2 - Educational Content Design and Validation Testing The contractor shall develop an educational marketplace that meets the requirements and detailed specifications defined below. The marketplace will demonstrate functionality as to stable content delivery across the network, tracking of course progression and additional functionality as required below. The contractor will also provide training to staff at the applicable pilot sites. Task 3 - Demonstrate Scalability of Solution The contractor shall demonstrate through live and field testing that the educational solution is scalable as to both content and the user community. The solicitation will be distributed solely through the Government Point of Entry (GPE) Federal Business Opportunities website at http://www.fedbizopps.gov/. Hard copies of the solicitation will not be available. The site provides downloading instructions. All future information regarding this acquisition, including solicitation amendments, will also be distributed solely through this site. Interested parties are responsible for monitoring this site to ensure that they have the most up to date information about this acquisition. Please note all contractors doing business with the Federal Government must be registered in the System for Award Management (SAM) system.
