- Taiwan TJTMS Q&As Taiwan TJTMS Draft PWS TITLE: Taiwan Joint Training Management System (TJTMS) for the Taiwan Armed Forces. BRIEF DESCRIPTION: The Program Executive Office for Simulation, Training, and Instrumentation (PEO STRI), Project Director for Field Operations (PM Field OPS) has a requirement to provide technical support in the operations and sustainment of the Taiwan Joint Training Management System (TJTMS) for the Taiwan Armed Forces. In 2007, the Taiwan Minister of National Defense ordered the implementation of the TJTMS as a web enabled joint training management tool to support Taiwan's evolving joint training program. The development of the TJTMS was completed in July 2011. Foreign Military Sales (FMS) Case TW-B-ZAC was developed and implemented to provide operation and sustainment of the TJTMS in support of the Taiwan Armed Forces Joint Exercise Training Center (JETC) from November of 2011 to May of 2017. Market research is being conducted to determine interested sources and that technological capabilities of contractors for the procurement and support of this effort. REQUIREMENTS: See attached Draft Performance Work Statement, dated 28 July 2016 ACQUISITION APPROACH: An acquisition approach has yet to be determined. The Government is currently refining requirements and will utilize industries capability statement responses to assist in developing the appropriate acquisition approach. RESPONSES REQUESTED: The purpose of this request is to gain knowledge and capabilities currently available that will meet the requirements. Contractors electing to respond shall provide responses that include a capabilities statement (limited up to 20 pages not including the cover sheet or product data sheets) that include the following: Company Name, Point of Contact, Address, Telephone and Fax Numbers, Email Address, DUNS number, CAGE code, Small Business Size Status as it relates to each NAICS Code (541330); and any applicable socio-economic status such as Small Disadvantaged Business (SDB), Service-Disabled Veteran-Owned Small Business (SDVOSB), 8(a), etc.). Small businesses are asked to indicate interest in participating as the prime contractor or as a subcontractor. Font shall not be smaller than industry standard word processor 12-point Times New Roman. The brief should be compatible with MS Word 2013. The capability statements shall also provide the following: Demonstration of experience in developing, planning and executing Joint Exercises in the US Pacific Command (PACOM) Area of Operations. This also includes Observer/Controller planning and execution experience and organization and management of the After Action Review (AAR) process as it supports Joint exercises. Demonstration of experience with and working knowledge of the Taiwan Joint Training Management System (TJTMS). Demonstration of knowledge of and Experience in providing training in Joint doctrine, Joint training and Mission Essential Task List development. Demonstration of experience working with the Taiwan Armed Forces in all aspects of Joint Exercise planning and operations. Demonstration of knowledge working with Joint Simulation Models in support of Joint Exercises All responses shall be sent via email to susan.jaimungal.civ@mail.mil, with a copy to markly.jeancharles.mil@mail.mil. The deadline for submitting capability statements is 7 October 2016. The Government will post responses to all questions via an update to FedBiz Ops after closing.
