Description

This is a combined Synopsis/Solicitation for Commercial Services in accordance with Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested. This solicitation is issued as Request for Quote (RFQ); the number is VA118-16-Q-1558. The Department of Veterans Affairs (VA), Technology Acquisition Center (TAC), located at 23 Christopher Way, Eatontown, NJ 07724 intends to enter into a sole source contract on the basis of other than full and open competition for Local Exchange Carrier (LEC) telecommunications services for service delivery points in Phoenix, Arizona; Tyler, Texas; Fort Sill, Oklahoma; and Flagstaff, Arizona Regional Offices. The TAC intends to award a sole source, firm-fixed price contract to Cequel Communications, LLC Doing Business As Suddenlink Communications 520 Maryville Centre Dr. Suite 300 Saint Louis, MO, 63141-5820 (henceforth referred to as Suddenlink) on the basis of other than full and open competition pursuant to authority 41 U.S.C.3304(a)(1) as implemented by the Federal Acquisition Regulation 6.302-1 entitled, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." However, in accordance with FAR Part 5.207(c) (16) (ii), all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The period of performance for shall be date of award through 12 months. The North American Industrial Classification (NAICS) for this effort is 517110. The anticipated award date is September 23, 2016.
