- Subject to FAR Clause 52.215-3, entitled Request for Information or Solicitation for Planning Purposes, this announcement constitutes a sources sought synopsis (SSS) for written information only. This is not a solicitation announcement for proposals and no contract will be awarded from this announcement. This sources sought notice is not to be construed in any way as a commitment by the Government, nor will the Government pay for the information submitted in response. North American Industry Classification System (NAICS) Code: 315220 (Men's and Boy's Cut and Sew Apparel Manufacturing) (subject to change pending discovery of a more suitable NAICS code) SBA Size Standard: 750 employees Requirement Information: The Air Force Materiel Command (AFMC) Air Force Life Cycle Management Center (AFLMC) Battlefield Airmen Contracting Branch (WISK) is seeking information in an effort to identify sources capable of supplying dry suits (surface ops and diving), thermal undergarments, dive hoods, dive gloves and dive socks that meet the following salient physical, functional and performance characteristics: Dry Suit Salient Characteristics: 1. Dual layer construction a. Internal waterproof laminated membrane & external, replaceable compression layer b. Desired characteristic: External compression layer not greater than 1mm thickness to enable dressing down in warm water conditions 2. Exterior compression layer reinforced in high wear areas with internal removable padded inserts for the elbows and knees 3. Dry Sock integrated into suit. 4. All gaskets/seals field replaceable without gluing, welding or other specialized skills a. Preferably replaceable on site, by the end user b. Replaceable gasket/seal system should not require proprietary gaskets/seals c. System should allow the addition of non-proprietary dry hood and dry glove options 5. Full suit in subdued, tactical maritime mid- to dark gray or equal color way (gaskets and associated structures excepted) 6. Expandable Thigh Pockets, 1 each thigh 7. Installed Convenience Zipper 8. Chest mounted zipper allowing self-entry and closure 9. Internal Suspenders, Inflator Hose, neck ring, and dry suit bag Included with suit Thermal Undergarment Salient Characteristics: 1. Designed to interface with the Dry Suits with all zippers/access ports in matching positions 2. Insulating core material with outer compression layer 3. Thumb loops and stirrups for non-bunch dry suit donning 4. Two hand warmer pockets on torso 5. One piece construction 6. Design promotes air movement throughout dry suit to ensure optimal inflation/venting Surface Dry Suit Salient Characteristics: 1. Dual layer construction a. Internal waterproof laminated membrane & external, replaceable compression layer 2. Exterior compression layer reinforced in high wear areas 3. Dry Sock integrated into suit 4. Oral inflation valve located on suit forearm 5. Full suit in subdued, tactical maritime mid- to dark gray or equal color way (gaskets and associated structures excepted) 6. Back zipper entry for streamlined swimming profile 7. Desired characteristic: No excessive bagginess that would impair swimming efficiency/ability under rotary wing aircraft with up to 120+mph downwash. Dive Mitt, 6mm Salient Characteristics 1. Full 6mm Closed-cell neoprene construction 2. Friction reducing lining inside of the palm and fingers 3. Pre-curved palm 4. Dry Seam Construction (Glued, blind-stitched, with external seam seal) 5. Double knit neoprene fingers and palms 6. 3-finger design (individual thumb/index fingers) Dive Glove, 3mm Salient Characteristics 1. Full 3mm Closed-cell neoprene construction 2. Friction reducing lining inside of the palm and fingers 3. Pre-curved palm 4. Dry Seam Construction (Glued, blind-stitched, with external seam seal) 5. Double knit neoprene fingers and palms 6. 5-finger design Dive Hood Salient Characteristics 1. Center panels double-layered 3mm neoprene with molded vent valves to release trapped air from within the hood. 2. Seams are glued, blind-stitched, and seam sealed. 3. Grip strips located at side of hood 4. Conforming collar for maximum coverage 5. Zipper or Hook/pile adjuster for easy doft/don 6. Gray or black Water Sock Salient Characteristics 1. Full 3mm Closed-cell neoprene construction 2. Friction reducing lining 3. Over-the-ankle coverage 4. Dry Seam Construction (Glued, blind-stitched, with external seam seal) AFLCMC/WISK is conducting this market research in an effort to identify potential domestic and non-domestic sources, determine the availability (or non-availability) of Berry Amendment-compliant items, and to gauge small business interest. Reponses to this notice should reference the Source Sought Number and shall include the following information in this format: 1. Company name, address, Point of Contact name, phone number, fax number and email address. 2. Contractor and Government Entity (CAGE) Code. 3. Other Government vehicles (contracts) that may allow orders to be issued for the required supplies (e.g. GSA, etc) 4. Size of business - Large Business, Small Business, Small Disadvantage, 8(a), Hubzone, Woman-owned, Veteran-owned and/or Service Disabled Veteran-owned. 5. Provide a capabilities statement that, at a minimum: (1) identifies the item make, model and manufacturer part number (2) describes/compares the features that support the vendor's claim that the item meets the specified salient characteristics (3) includes full product specifications (4) identifies the place of manufacture (5) identifies whether the item complies with the Berry Amendment (Ref: DFARS Clause 252.225-7012 Preference for Certain Domestic Commodities) and (6) provides the standard lead time for delivery after receipt of order (ARO). 6. Recommend a quantity, or quantities, that would be more economically advantageous to the Government IAW FAR 7.202(b)(2). Also define a recommended ordering quantity whereby the vendor is able to better the standard lead time for delivery, if applicable. 7. Please include any questions or concerns you have in regards to this requirement. 8. Include any other supporting documentation.
