- DATA CITATION INDEX DATABASE The U.S. Geological Survey (USGS) is has a requirement for a one year Data Citation Index Subscription offered on the Web of Science (WoS) platform. WoS is a major bibliographic citation source for scientific literature. Data Citation Index will integrate with other previously subscribed USGS Library databases on the WoS platform. The subscription includes but is not limited to the following services: Access to the Data Citation Index database will be bureau-wide, 24/7, with an unlimited number of concurrent users. Users will be accessing the product remotely via the Internet. There are no additional administrative costs in addition to the subscription fees. Desktop access must be available to the approximately 1,300 USGS users located in offices throughout the United States. Access should extend to walk-in users of the four main library locations: Reston, VA, Denver, CO, Menlo Park, CA, and Flagstaff, AZ. Walk-in user traffic is minimal. Data Citation Index access will be domain-enabled and controlled by a set of IP (Internet Protocol) addresses. Searching of Data Citation Index is through standard web browsers. Each vendor shall have its own search software, screen design and features for accessing Data Citation Index. The USGS is aware of no other source that can provide the above. Therefore, it intends to make an award to Thomson Reuters (Scientific) Inc., unless it is contacted by any vendor who believes they can provide the same service. Vendors are invited to contact the Contract Specialist, Nicole Johnson (nsjohnson@usgs.gov) no later than 12:00PM EST, Friday, September 16, 2016 with an affirmative answer. SOLE SOURCE JUSTIFICATION STATES THE FOLLOWING PART: The following information is provided to demonstrate the proposed contractor ¿s unique qualifications: The Government has a need for a service that allows searching of indexed peer-reviewed science journal articles along with information describing how often the research articles have been cited. Having a single point of access to quality research data from repositories across disciplines and around the world is critical to facilitating the Library ¿s efforts to support the USGS mission to enable scientists to find, get and use data for their research. This resource accompanies multiple databases previously subscribed to on the Web of Science Platform and builds on the functionality of the interface to include additional content within the results. In 2016, the Library reviewed the literature, searched the Internet, and collected feedback from library colleagues to confirm the Data Citation Index database, a proprietary product of Thomson Reuters (Scientific) Inc. served on the Web of Science platform, is not available from another source. Searching Google or any general search engine returns results that are too broad in scope and does not provide the quality controlled, peer-reviewed citation information required. Products such as LexisNexis contain information on legal, business and medical subject areas, and do not provide content in the earth and environmental sciences to adequately support the needs of USGS researchers. As a result of our market research no other known product that can provide the up-to-date and comprehensive access to current scientific literature and references required to meet USGS scientific needs. Thomson Reuters (Scientific) Inc. is the sole source provider of the Web of Science (WoS) -- Data Citation Index. This product is only accessed via the Web of Science Platform, a proprietary database platform only available from Thomson Reuters. In determining the sole source justification for purchasing Data Citation Index, a Request for Information (RFI) was posted on FBO and FedConnect. Two responses were received but were not technically acceptable as they were both attempting to develop a brand new system using data provided by the USGS Library, which is not the intent or desired outcome of this procurement. USGS is attempting to subscribe to an existing Commercial Off-The-Shelf (COTS) product that compiles citation information from multiple sources in the areas of science, social science, and the humanities from existing data sets.
