Description: The NAVSUP FLC Norfolk, Contracting Department, Philadelphia Office is soliciting for non-personal security support services in support of Joint Staff, Special Access Program Central Office (JS SAPCO). The contractor shall conduct studies, assessments, and provide related documentation supporting recommendations; provide independent analyses and research; conduct technical assessments and perform programmatic, security and administrative tasks. The proposed requirement is being processed on an 8(a) competitive basis. The performance period will be a twelve month base period with three one-year option periods. The solicitation will require the submission of cost/price and technical proposals. The solicitation will consider the offeror 冱 technical proposal to be more important than their cost/price proposal. A Cost Plus Fixed Fee Award type contract using policies contained in FAR Part 15, Contracting by Negotiation. The applicable NAICS code is 541690 ($14M in annual receipts). The solicitation will be made available electronically upon its release at the Navy Electronic Commerce Online (NECO) website, www.neco.navy.mil. Paper copies, faxed copies, or email copies of the solicitation will not be provided. Interested parties are solely responsible for monitoring the above website for posting of the RFP and any amendments. The Government will not pay for the information received. It is anticipated the solicitation will be released fifteen days (15) after this synopsis. The closing date for the receipt of offers will be set forth in the RFP.
