Description
THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE ORDER AND NOT A REQUEST FOR QUOTATIONS. The National Institute of Environmental Health Sciences (NIEHS), Research Triangle Park, NC intends to negotiate on a sole source basis and issue an order with Andor Technology, South Windsor, CT 06704 under the authority of Federal Acquisition Regulation (FAR) 13.106-1(b). This request is for the purchase of one (1) each of the following: MM-MOS3-INF-10 Mosaic3 Infinity Large FOI; MM-INF-FLG-ZE1 Mosaic Infinity flange set; MM-INF-DICH-MTK; Mosaic Infinity empty kinetmatic cube; MP-226-59022XR-360T GFP/mCherry Optogenetic Filter Set; MM-7240-BSP-BLK Beam Splitter; LL-PE300-WHT-DMD CoolLED pE-300 for Mosaic; IQ-UPGR-23X iQ2.x to 3.x upgrade; MSD-IXONU-888-#BV Andor iXon DU-888U3-CSO-BV + mount kit; One (1) day on-site installation and training; shipping; and twelve months warranty. The Andor Mosaic 3 System is a microscope illumination system that uses a DMD- o micromirror device to produce digital/targeted illumination on an optical microscope. Andor Technology holds intellectual property rights for the use of DMD's with an optical microscope. In addition, the Mosaic 3 System is the only patented commercially available digital illumination system that can selectively illuminate multiple regions of interest simultaneously in real time with flat field illumination, zero delta time and without diffusion or recovery gradients. Lastly, the Andor Mosaic 3 system is the only DMD-based system that uses onboard FPGA memory (4 GB), which allows for fast sequencing of pre-loaded patterns for up to 5000 Hz switching. The iXon Ultra 888 Ultra EMCCD Camera will allow us to visualize and capture images of neurons for patching as well as neurons and fibers that are targeted to express fluorescent tags in conjunction with channelrhodopsin. The iXon Ultra 888 has the fastest frame rates and largest field of view of EMCCDs on the market. Additionally, it is uniquely compatible with the Mosaic 3 illumination system as well as the Andor software that is already being used in our lab. The superior imaging capabilities of this camera are required for advanced optogenetic stimulation experiments. Award is subject to approval of the Sole Source Justification. See attached Justification for Other than Full and Open Competition. This notice of intent is not a request for competitive proposals or quotations; however, an interested party may submit a statement of capabilities if they believe they can meet the above requirement. The statement of capabilities must be submitted in writing and contain sufficient detail to allow the Government to determine if the party can provide the requirement. A determination by the Government not to compete this proposed action based upon responses to this notice is solely with the discretion of the Government. All responses must be received within 8 days from the date of publication of this synopsis. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within 8 days of this notice, an award will be made to Andor Technology. The NAICS Code/Size is 333314/500 Employees. This procurement is to be processed using Simplified Acquisition Procedures in conjunction with FAR Part 12 Commercial Item Acquisition of Commercial Items.
