- RFQ NMFS AKR-16-50902 for Professional Services for the Development of a Marine Mammal Disaster Response Plan for the Cook Inlet, Alaska Region per the statement of work (SOW) of this request for quote (RFQ). This is a combined synopsis/solicitation procurement action for Professional Services for the Development of a Marine Mammal Disaster Response Plan for the Cook Inlet, Alaska Region per the statement of work (SOW) of this request for quote (RFQ) NMFS AKR-16-50902 prepared in accordance with the format in FAR Part 13. The North American Industry Classification System (NAICS) Code for this procurement is 541620 and is a Small Business Set-Aside. The objective of this contract between NMFS AKR and the successful contractor is for professional services in the development of a written plan, including capacity building and communication in the Cook Inlet, Alaska region and potentially the Kodiak, Alaska region, for effectively responding to emergency events such as oil spills and die-offs of marine mammals under NMFS's jurisdiction. The contractor shall use the Arctic Marine Mammal Disaster Response Guidelines and its associated appendices (to be provided by NMFS AKR upon request) as a template to develop Cook Inlet, and potentially Kodiak, specific communication and response strategies in the event of a disaster (e.g., oil spill, natural disaster, or disease outbreak) in this area. The final product will be a Marine Mammal Response Plan for the Cook Inlet region similar to the Arctic Marine Mammal Disaster Response Guidelines, which incorporates information from the 2015 Pinniped and Cetacean Oil Spill Response Guidelines and the National Contingency Plan. The base contract includes the development of a Cook Inlet Marine Mammal Disaster Response Plan. The Option 1 involves also including Kodiak-specific information and plans within a Cook Inlet and Kodiak Marine Mammal Disaster Response Plan, and is subject to the availability of funds. NOAA NMFS Alaska Regional Acquisition Division, requires that all contractors doing business with this Acquisition Office be registered with the System for Award Management (SAM).
