- R16PS01589 Handheld XRF Monitors Combined Synopsis/Solicitation (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. (ii) Solicitation No. R16PS01589 is being issued as a request for quote (RFQ) for a single firm-fixed price purchase order. (The RFQ and all associated documents may be found by going to the following website: https://www.fedconnect.net/, then clicking on (Search Public Opportunities Only), and then searching by (Reference Number) R16PS01589. (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular number 2005-89. (iv) This requirement is a total small business set-aside. The North American Industry Classification System (NAICS) Code for this acquisition is: 334517 Irradiation Apparatus Manufacturing. The small business size standard for NAICS Code 334517 is 1000 employees. (v) The Bureau of Reclamation, Lower Colorado Dam Office has a need for a Handheld XRF Monitoring unit. Contract Line Item Numbers (CLIN): CLIN 0010 - Handheld XRF Monitors, Quantity: One (1) A.The following salient characteristics for the Bureau of Reclamation Lower Colorado River Regional Office (LCRO) Environmental Compliance Group. LCRO is in need of the latest technology in Portable X-ray Fluorescence (XRF). The XRF shall have a powerful handheld design for complete environmental investigations of metal contaminants in Hazardous Waste, Hazardous Materials, soils, sediments, fluids, dust wipes, paint and filters. The field-ruggedized handheld XRF with hot-swappable battery capabilities that offers 24/7 heavy-duty operation. B.The XRF analyzers shall test for Lead Base Paint (LBP) and dangerously high levels of Resource Conservation and Recovery Act (RCRA), Priority Pollutant and Hazardous Metals in seconds. The XRF will be used for soils and sediments analysis according to Environmental Protection Agency (EPA) 6200, ISO/D1S13196, filters per National Institute for Occupational Safety and Health (NIOSH) or the occupational Safety and Health Administration (OSHA) methods, screening surfaces and measuring dust wipes for Lead, Cadmium, Chromium, Arsenic, Mercury and more. C.Soils - The XRF needs to have the ease in detecting metals for site characterization, contamination tracking, remediation monitoring, property evaluations, construction and demolition waste sorting, industrial or mining community perimeter checks, agriculture soil inspections, and hazardous waste screening for disposal classification. Quantitative measurements of the metals are based on robust preprogrammed calibration methods that may be refined by the user. D.Surfaces, Dust Wipes, and Filters - The XRF will be used to measure lead on surfaces and in dust, paint chips, and flakes. The XRF can also be used to check filters for airborne metals from welding, construction, mining, manufacturing, and paint removal activities. E.XRF Unit Specifications: Excitation Source - 2 to 4W Detector - Silicon Drift Detector Analytical Range - Environmental Application Weight - (3 to 5 lbs.) without battery Environmental Temp Range -10 2c to 50 2c (14 2F to 122 2F) Power - Rechargeable Li-ion battery Data Display - 32 bit Color QVGA resolution, backlit touchscreen Data Storage - 1GB microSD (stores "'75,000 readings) Data Transfer - USB, Bluetooth GPS-GIS Configuration - provides seamless connectivity between XRF and GIS for rapid targeting and real time decision making. F.XRF Accessories shall include: Waterproof Carrying Case (2) Li-ion Batteries Electronic User Manual and User Interface Guide and Printed Quick Start Guide USB Cable Ten (10) Spare Windows Integrated Wrist Strap PC Software Factory Authorized Training & Support Belt Holster Soil Foot facilitating hands-free In-situ testing Soil Extension Pole offering ergonomic In-situ testing while standing/walking Support in licensing application Calibration Kit G.EPA, OSHA and NIOSH METHODS: US EPA 6200 On-Site Screening of Heavy Metals in Soil and Sediments: Method 6200 was first developed in the mid-1990s and is still strong worldwide for in-situ (handheld) and intrusive (portable) XRF methods. It provides basic portable XRF quality assurance methods including calibration verification, determination of instrument precision, accuracy and LODs to create a standard field XRF method. Following the method decreases sampling error by increasing the number and quality of samples tested to improve overall data quality. It suggests XRF testing methods include in-situ soil, bagged soil, and fully prepped soil samples. Method 6200 does recommend confirmation of 5-10% of samples tested by portable XRF with an EPA Lab method. Overall, it recommends XRF as a fast, powerful, cost effective technology for site characterization with the analytical benefits of more and better field testing to improve site understanding. H.ISO/DIS 13196 - Soil Quality Screening: This method describes XRF as a quick method for on-site screening of heavy metals and for the determination of total elemental compositions of soil samples. It is similar to EPA Method 6200, but it does not specify elements, it encourages the objectives of the project to dictate the elements. It calls for reasonable sample preparation and quality control for portable and handheld X-ray fluorescence measurements of heavy metals in soil. I.EPA Toxic Characteristic Leaching Procedure (TCLP} HAZMAT Classification - The Rule of 20 for Cost Savings on 8 TCLP RCRA Metals: The XRF can be used to follow the "Rule of 20" for cost savings in relation to the TCLP HAZMAT Classification Process. If results are significantly less than the TCLP regulatory limit, or are less than 20 times the TCLP regulatory limit, time-consuming and costly TCLP/Lab testing can be avoided. J.US EPA, NIOSH, and OSHA - Residential and Industrial Hygiene Monitoring of lead: The XRF shall comply with EPA, NIOSH, and OSHA XRF methods of monitoring lead on surfaces, in paint, dust, and flakes, and on industrial airborne particle monitors and filters. These methods help protect the health of families and industrial process workers. K.The vendor shall provide initial training on the setup, use and calibration to an estimated 3 to 10 employee. L.The vendor shall provide support in obtaining any permit or license required for the storage and use of the XRF. Vendor must provide all the items listed in the above salient characteristics. (vi) The Bureau of Reclamation has a requirement for a contractor to supply a Handheld XRF Monitoring Instrument (vii) Items shall be delivered in accordance with the salient characteristics. Items shall be delivered on or before Monday, October 31, 2016. All items shall be delivered at the Bureau of Reclamation-LC-RO Lower Colorado Regional Office Warehouse/Receiving 500 Fir Street Boulder City NV 89005 The following clauses and provisions are applicable to this commercial item acquisition: (viii) FAR provision 52.212-1, Instructions to Offerors - Commercial Items.
