- Technical Specifications Purpose: The purpose of this sources sought notice/request for information (RFI) is to obtain market research and evaluate whether or not a software integrator application from another manufacturer other than Twin Engine, is compatible, certified and able to integrate with the Personnel Electronic Records management System (PERMS) currently in use by the National Guard Bureau (NGB). The Contracting Support Office of the NGB is contemplating awarding a PERMS integrator procurement via a brand-name limited sources justification to Twin Engine or a Twin Engine Reseller. This action will support a multiple of workstations across the 54 United States and its territories through award by the Arlington Hall Station (AHS), 111 South George Mason Drive, Arlington, Virginia. AHS has procured Twin Engines services since 2012, AHS has invested a significant amount of resources into the procurement of Twin Engine's PERMS Integrator software application. The US Army is seeking input on whether or not a current software application other than PERMS Integrator by Twin Engine is compatible PERMS and certified for installation on Department of Defense (DoD) workstations prior to restricting offerors utilizing a limited sources justification. The draft Technical Requirement is attached for reference. This notice is not a solicitation as defined by FAR 2.101, and the Government is not requesting offers or proposals at this time. Any responses to this RFI received by the Government will not be accepted to form a binding contract. This is a Request for Information and does not constitute a solicitation or request for proposal and no award will be made as a result of this sources sought notice. If a solicitation is issued, the Government does not guarantee that it will be issued to RFI respondents. The Government is also requesting that restrictive or proprietary markings not be used in response to the RFI. Please provide an information paper not to exceed five (5) pages; which details whether or not current software is capable and certified, and instances or references (if applicable) of the use of such software failed or succeeded by 5:00 PM (EDT), 07 September 2016 via electronic mail (email) to the Contracting Officer at Darrell.k.stokke.civ@mail.mil with a carbon copy (CC) to the Contracts Specialist at shawn.j.ryan4.civ@mail.mil, phone: 703-607-7169.
