- SOW NASA/GRC has a requirement for Optical Engineering Services, Gondola for High Altitude Science (GHAPS). This effort involves optical system engineering consultation associated with the design and development, integration and test of the GHAPS Platform OTA and instrument payload. This effort involves optical system engineering including, requirements development, optical modeling and analysis, optical interface design, participating in drawing, documentation and design reviews. The performance of this work requires familiarity with the GHAPS OTA, BIRC and UVVIS instruments and advanced experience and knowledge of optical system development for stratospheric balloon platforms and space applications. NASA/GRC intends to purchase the engineering service from Robert Woodruff. Only one responsible source and no other supplies or services will satisfy agency requirements, FAR 6.302-1. Robert Woodruff has the unique design knowledge and the flight heritage of the critical instruments required for the success of the GHAPS project. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on September 15, 2016. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
