- DEPARTMENT OF VETERANS AFFAIRS Justification and Approval for Other Than Full and Open Competition Acquisition Plan Action ID: VA258-16-AP-4128 1.Contracting Activity: Department of Veterans Affairs, VISN 18 Contracting Office, serving the Southern Arizona VA Health Care System (SAVAHCS) is responsible for this action. 2.Description of Action: SAVAHCS is requesting approval for a firm fixed price purchase of a brand name 'security system software and hardware' manufactured by only one source in accordance with FAR 6.302-1(b)(1)(i) in order to meet the health care systems requirements for patient and employee safety risk mitigation efforts and uniformity with existing facility special systems. 3.Description of Supplies or Services: The requested action is to purchase BEST CORMAX, a patented keying system offered by Stanley Security Solutions through its authorized dealer network as required by Department of Veterans Affairs Master Construction Specifications, Division 08, Section 08 71 00, Door Hardware, Facilities Management Security Systems Document 0815-67, Security of Keys, ID Badges and Combinations and VA Handbook VA 0730, Security Enforcement, Appendix B. The selected vendor shall be responsible to provide, install, connect, and test the BEST CORMAX software and required hardware in accordance with the statement of work at the SAVAHCS, Tucson, AZ campus consisting of 73 buildings and approximately 10,000 cores (i.e. locks). Work is estimated to begin 16 Sep 2016 for a one year timeframe. The total estimated value of the proposed action is $REDACTED 4.Statutory Authority: The following statutory authority permits other than full and open competition: 10 U.S.C. 2304(c)(1) or 41 U.S.C. 3304(a)(1) as implemented by FAR 6.302-1(a)(c), 'Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.' Rationale Supporting Use of Authority Cited Above: Stanley Security Solutions BEST Access lock/core/key system was installed at the SAVAHCS campus in 2012 and a license purchased through the year 2026. The entire SAVAHCS property/grounds (consisting of 73 buildings) requires an update to Stanley Security Solutions BEST CORMAX to enable compliance with additional security requirements to include future remote security controls as directed by the Department of Veterans Affairs Facilities Management Security Systems Document 0815-67, Security of Keys, ID Badges and Combinations and VA Handbook VA 0730, Security Enforcement. As a result, the use of the Stanley Security Solutions BEST CORMAX is essential to meeting the Government's needs, thereby precluding consideration of a product manufactured by another company. Any core and key system utilized is required to be fully compatible with the existing locking units. It is essential that all future security systems and equipment be Stanley Security Solutions BEST Access compatible as all campus staff is currently trained to properly operate and manage this product. Introducing any other vendor to the facility would also introduce an unwanted security risk as this would require maintenance and security staff to be proficient at multiple security systems that do not communicate internally. Such requirements would undoubtedly place increased expenses and personnel demands on the facility as well as present possible repair delays due to having to trouble shoot multiple systems should issues arise. Ultimately, this would be a security risk to the facility as well as patients and staff. The facility simply does not have the additional properly trained personnel to manage multiple systems. This is a brand name justification in support of FAR 11.105, Items Peculiar to One Manufacturer. Based on extensive market research, and as described in the paragraph(s) above, it was determined that limited competition is possible among authorized dealers for this brand name item. BEST CORMAX, a patented keying system offered by Stanley Security Solutions, is the only product that can be utilized to update the current facilities due to the existing infrastructure and license purchased through 2026. Any other brand name product is unable to integrate or be compatible with the currently fielded Stanley Security Solutions BEST Access lock/core/key system. Accordingly, Stanley Security Solutions BEST CORMAX Brand, provided through its authorized dealer network, is the only product capable of meeting the government's requirements as described above without the Veteran's Health Administration experiencing substantial duplication of cost that could not be expected to be recovered through competition and unacceptable delays in fulfilling its requirements. 5.Efforts to Obtain Competition: Market research was conducted and the effort did not yield any additional sources that can meet the Government's requirements. However, market research did identify an authorized dealer network for purchase and installation of the Stanley Security Solutions BEST CORMAX. Stanley Security Solutions provided a list of six authorized local dealers; REDACTED. There are at least three companies in the local geographic area that can perform this work through an open market process. Stanley Security Solutions no longer holds a GSA Schedule. All the recommended local dealers, with one exception, are not GSA Schedule holders. The availability of numerous potential sources would result in reasonable pricing competition between vendors. 6.Actions to Increase Competition: The Government will continue to conduct market research to ascertain if there are changes in the market place that would enable future actions to be competed. 7.Market Research: The Government's technical experts conducted market research by reviewing other similar manufacturers. The other similar manufacturers reviewed included REDACTED. Based on reviews of these products, the Government's technical experts determined that none of these products can meet the Government's interoperability and compatibility requirements previously discussed. Review of these products is based on VA experience using the competing products. Additionally a Sources Sought Notice Number VA25816Q0531 was posted on FedBizOps from 10-17 Jun 2016. The Sources Sought Notice described the nature of the turn-key project and the requirement of the Brand Name patented BEST CORMAX required to meet VA specifications. Two responses were received; REDACTED. Based on the market research efforts, the Government's technical experts have determined that only Stanley Security Solutions BEST CORMAX can meet the facility's needs. The VA Master Specification indicates any solution must address small format interchange core which is a stringent requirement not readily offered by industry. 8.Determination that Anticipated Cost is Fair and Reasonable: Market research has revealed that Stanley Security Solutions BEST CORMAX is available through an authorized dealer network. There are at least three companies in the local geographic area that are authorized distributors for the purchase and installation of this product.
