Department of Veterans Affairs Veterans Health Administration Sources Sought Notice - Bedford Bus Advertisement This is a Sources Sought notice and not a request for quotes. This request is solely for the purpose of conducting market research to enhance VHA's understanding of the market's offered products, services and capabilities. The Government will not pay any costs for responses submitted in response to this Sources Sought. This Sources Sought notice provides an opportunity for respondents to submit their notice of ability, and their available products and services in response to the requirement described below. Vendors are being invited to submit information relative to their potential of fulfilling the requirement below, in the form of a capability response that addresses the specific requirement identified in this Sources Sought. The Veterans Health Administration (VHA) is seeking a vendor to provide the following products and services below, brand name or equal in specifications. Please see the General Requirements section below for the requested products/services and descriptions. This Sources Sought is to facilitate the Contracting Officer's review of the market base, for acquisition planning, size determination, and procurement strategy. GENERAL REQUIREMENTS The Bedford VA is seeking vendors that can complete procurement, design, production, and installation of custom-designed vehicle wrap advertisement for the Bedford VA Medical Center (VAMC), Bedford, MA. The make and model of the vehicle to be wrapped is: 2013 Freightliner Coach Bus, VIN 4UZACSDT1DCBZ3791, white in color. Photos of the Coach Bus are shown in Figures A - D. 1.0Background The vehicle wrap will be installed on Bedford VAMC vehicle as a passenger conveyance and mobile marketing tool, to promote VA healthcare and services throughout our catchment area. 2.0Scope The graphics printed for the design will be large enough on the vehicle to add value to our mobile advertising. Some photographs will cover an entire quarter panel of the vehicle. The vehicle was manufactured by Freightliner Custom Chassis Corporation and the rough dimensions are listed in Table 1. The majority of the design and laminate will be applied on the rear and sides of the vehicle. The panels will have a design similar to that referenced in Figure E, and is provided for representation purposes only. The each panel will contain various designs. The final design will be coordinated with the Bedford VAMC and the Vendor prior to the Vendor's installation. 3.0Applicable Directives Not Applicable 4.0Performance Requirements (Identify what the contractor is required to do (major tasks and subtasks). 5.1 Bedford VAMC will provide the vehicle clean, with no wax. 5.2The Vendor is responsible for providing high-resolution artwork for the design. 5.3 The Vendor is responsible for submitting the design to the Bedford VAMC for approval. 5.4 Material and installation costs are to be provided separately in the Line-Item Costing. 5.5The Vendor will include a line item cost for the design element in their proposal, for the Government to use the design again in the future. 5.6 Wrap material should be equal to or better than the following: 3M IJC 180 V3 material and 3M laminate 5.7The time for performance after the contract is awarded is fifteen (15) days for design. 5.8 The time for performance after the design is approved by Bedford VAMC, is thirty (30) days for installation 5.8Repairs will be on "as needed basis" for a Time and Material contract after work and materials warranty expires. Bedford VAMC will submit a request for repair quote at the time of repairs are needed. 5.0Deliverables (List all data required to manage or monitor contractor performance). Successful bidder must provide written warranty of work covering 100% materials and labor for a minimum period of two (2) years. Notes: 1. This Sources Sought is for planning purposes only, and does not constitute a commitment, implied or otherwise, that a procurement action will follow.
