Description
GENERAL INFORMATION: The U.S. Fish and Wildlife Service (USFWS) - Contracting and General Services (CGS) Region 1, located at 911 NE 11th Avenue; Portland, OR 97232, is issuing a Presolicitation Notice for Furnish and Fusing HDPE Piping for Sonny Bono Salton Sea NWR Complex - Calipatria, CA. THE WORK CONSISTS OF: Contractor shall supply the following materials. Materials shall be coordinated and delivered to the location stated in Section 7 of the Statement of Work (SOW). The Government will be responsible for offloading materials. - 2,800 Feet of 24-inch HDPE Pipe, DR 32.5 x 50; - 6,100 Feet of 20-inch HDPE Pipe, DR 32.5 x 50; - 8,000 Feet of 16-inch HDPE Pipe, DR 32.5 x 50; - 4 Each of 24 ¿ Backup Ring, DR 32.5. Ductile Iron (Polypropylene Coated) with All Nuts and Bolts; - 5 Each of 20 ¿ Backup Ring, DR 32.5. Ductile Iron (Polypropylene Coated) with All Nuts and Bolts; - 4 Each of 24 ¿ Flange Adaptor, DR 32.5; - 5 Each of 20 ¿ Flange Adaptor, DR 32.5; and - 1 Each of 20 ¿ x 24 ¿ Concentric Reducer, DR 32.5. With 20 ¿ and 24 ¿ Backup Ring. Ductile Iron (Shop Fit to Concentric Reducer). Both Backup Rings (Polypropylene Coated) with All Nuts and Bolts. Upon delivery and after inspection and acceptance of piping, contractor shall fuse the piping in accordance with ASTM F2620 (Standard Practice for Heat Fusion Joining of Polyethylene Pipe and Fittings). Fuses shall be data logged. Logs shall be kept current at all times and be available for Government inspection upon request. EVALUATION: Award will be made to the responsive offeror providing the lowest price. SITE VISIT: Offerors are urged and expected to inspect the site where the work will be performed. Site visits may be arranged during normal duty hours by emailing the Contracting Officer, Mr. Michael Stearns (michael_stearns@fws.gov), Technical POC, Mr. Chris Schoneman (christian_schoneman@fws.gov) and Secondary Technical POC, Mr. Tom Anderson (tom_w_anderson@fws.gov). In requesting a site visit, offerors shall propose a date / time. In addition, offerors shall provide the following information for each attendee: - Name of Company; - Name and Title; and - Phone Number and Email Address. Site visits may be requested up until September 02, 2016. Refer to FAR Provision 52.237-1 for additional information. DATES, SET-ASIDE INFORMATION AND GOVERNMENT POC: The solicitation, specifications and other attachments will be available for download on FedConnect (http://www.fedconnect.net) on or about August 17, 2016, with an anticipated quote due date of September 07, 2016. In order to view these documents, prospective offerors shall go to FedConnect and click on Search Public Opportunities Only. From there, change the Search Criteria dropdown menu to Reference Number, type the solicitation number into the adjacent text box and click on Search. The anticipated award date will be on or about September 09, 2016. Piping shall be delivered between October 03 and 07, 2016. Fusing shall be completed within thirty (30) days after pipe delivery. This is an 100% small business set-aside procurement. The applicable NAICS code is 326122 (Plastics Pipe and Pipe Fitting Manufacturing) with a small business size standard of 750 Employees. All responsible sources may submit a quotation which shall be considered by the Government.
