Description
STATEMENT OF WORK (SOW) HSFLGL-16-Q-00492 This is a combined synopsis/solicitation for commercial items prepared in accordance with format Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation HSFLGL-16-Q-00492 is issued as a Request for Quote (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 05-89-1. This procurement is a 100% Small Business set-aside and the associated NAICS code 334519 with Size Standard 500. The CBP Field Operations Academy has a requirement for installation of Ludlum Radiation Portal Monitor (RPM) Vehicle Annunciator Panels at CBP Port of Entry Training Venue located at the US Department of Homeland Security (DHS), Federal Law Enforcement Training Centers (FLETC), Glynco, GA. Period of Performance: Completion within 30 Days After Award CLIN 0001 - Installation of Ludlum Radiation Portal Monitor (RPM) Vehicle Annunciator Panels and remotes in each of the 3 Vehicle Lane Booths located at the Port of Entry Training Venue Bldg. 106/107 in accordance with the attached Statement of Work. INSTRUCTIONS TO OFFERORS: Offerors are to submit the following information. a) Pricing: Provide pricing quote inclusive of all costs. b) Techincal: 1) Provide narrative and/or resume of the qualified personnel that clearly demonstrates the ability to meet the requirement. 2) Provide 1 to 3 references of relevant past performance to the requirement to include contract numbers, description of services provided, and point of contact information. "Relevant" is defined as work that is the same or very similar to the work being identified in the SOW. Failure to provide all above elements will be determined as non-responsive offer. SITE VIST: Site visit is scheduled August 31, 2016, 9:30 am EST at the below address. Attendees are to email Gretchen.Lovell@fletc.dhs.gov with full name, company name, and telephone number by COB August 30, 2016. Attendees are to report to Federal Law Enforcement Training Centers Visitor Center. All individuals must present valid Driver License or Government issued ID, current vehicle registration, and insurance information before issuance of a visitor badge and vehicle pass. DHS/Federal Law Enforcement Training Centers (FLETC) 1131 Chapel Crossing Road Brunswick, GA 31524 QUOTE SUBMISSION: Quotes shall be submitted electronically via email to Gretchen.Lovell@fletc.dhs.gov no later than September 2, 2016, 4:00 PM EST. The selected Offeror must comply with the following commercial item terms and conditions, which are incorporated herein by reference: FAR 52.212-1, Instructions to Offerors - Commercial Items, applies to this acquisition; FAR Part 13 Evaluation Procedures to be used on the basis of award using lowest price technically acceptable approach. Evaluation criteria factors: price, technical, FAR 52.212-3, Offeror Representations and Certifications - Commercial Items - the selected offeror must submit a completed copy of the listed representations and certifications; FAR 52.212-4, Contract Terms and Conditions - Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, paragraph (a) and the following clauses in paragraph (b): 52.219-6, 52.222-3, 52.222-19, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.222-42, 52.222-50, 52.223-18, 52.232-33. Offerors shall provide a statement of compliance with FAR 52.222-50, Combating Trafficking in Persons, requirements and confirm subcontractors will accomplish a statement of compliance upon award.
