- PERFORMANCE WORK STATEMENT (PWS) The United States Air Force, AFLCMC/Operational Contracting Division, Wright-Patterson AFB, Ohio 45433-5344. This sole source synopsis published for informational purposes only. This proposed action purchases registration agreement fees paid to the Maryland Committee on Trauma (MDCOT) produce Air Force Medical Service (AFMS) required nationally board certified competency of military aeromedical evacuation members before personnel are authorized to deploy overseas. Paid MDCOT registration fees ensure University of Maryland Medical Center's R Adams Cowley Shock Trauma Center (UMMC/STC) Baltimore provide Advanced Trauma Life Support (ATLS) and Advanced Trauma Care Nurses (ATCN) courses, non-personal professional services to military aeromedical evacuation students during periodic three-week training at Center Sustainment of Trauma and Readiness Skills (C-STARS) Baltimore for one year. The government intends to solicit and negotiate with the only known source capable of meeting this requirement under the authority of FAR 6.302-1. This proposed procurement will be a sole source under North American Industry Classification System Code (NAICS) 813920 Professional Organization Services and Functional Service Code (FSC) U005 Education/Training-tuition/registration and small business size is $15,000,000. The solicitation number is FA8601-16-T-0369. The Air Force Medical Service (AFMS) aeromedical evacuation mission of C-STARS Baltimore requires time-sensitive advanced trauma care training to military aeromedical personnel in at a civilian Level 1 trauma center. This notice of intent is not a request for competitive quotations. However, all responsible sources may submit a capability statement, proposal, quotation or exception to the intent to purchase on a sole source basis, which shall be considered by the Government if received within five (5) days of this notice. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Department of Defense (DoD) has determined the Systems Award Management System (SAM) to be the single DoD registration for contractors who conduct business or who are interested in conducting business with the DoD. Contractors must be registered in SAM prior to any award for solicitations issued after 21 May 1998.
