Description
This is a Sources Sought Notice. This notice does NOT constitute a request for proposal or request for quote. This Sources Sought is a market research tool being utilized to determine the availability of qualified Service Disable Veteran Owned Small Business (SDVOSB) or Veteran Owned Small Business (VOSB) concerns prior to issuing a request. This is not a solicitation for proposals and no contract will be awarded from this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement. All responses will be provided by an e-mail response. No presentations will be scheduled. In conjunction with Public Law 109-461, the Office of Construction and Facilities Management (CFM) is conducting market research and is issuing a Sources Sought Notice for a Data Consulting & Support for Creation of Standards that involves VA Building Information Modeling (BIM), Maximo, Space Equipment Planning Systems (SEPS), and other systems. CFM seeks sources for a Subject Matter Expert (SME) to support VA organizations in data interoperability, data structures, data standards creation, electronic processes and procedures for lifecycle facility management. The SME shall also investigate, analyze, and research the latest technologies, management strategies, and data standards and protocols and assist in data mapping that can be used to transfer electronic information during the planning, design, construction, equipment planning and procurement, and operations of real property facilities, and to allow that information to be used for reporting purposes. The SME shall support the data activities related to VA's improvement of the BIM standards, adoption of Maximo (CMMS), CAFM systems, SEPS, or other VA Standards related to capital asset development data related initiatives as required. The following SME qualifications are required: 1.Have a track record of significant professional work experience in data creation and management for facilities in an environment similar in complexity to what exists in VA 2.Have a thorough understanding and knowledge of the software and computer language, data standards, etc that is commonly used to plan, design, construct, and operate buildings 3.Understand issues of space, location, and other requirements for capital asset hierarchies 4.Have a familiarity with BIM, Maximo, SEPS database structures and requirements and have security/access to VA's data warehouse 5.Have familiarity with BIM, COBie, OmniClass, and other data standards used for facility data transfer 6.Understand VA ECRI (UMDNS) codes The scope of work shall include the following: A.Provide technical support to the creation of data standards for the flow of facility information to and from the Maximo, Tririga, ESRI, (SEPS), Attainia, PG 18-14 and other VA Standards and software systems and necessary data configuration to support the data flow goals for Total Facility Lifecycle Management. B.Support the adoption of COBie, (SEPS), BIM, OmniClass and other data and systems as required. C.Identify areas of concern during analysis and evaluation of existing data standards; propose new standards where required, and provide solutions that will be utilized to develop the required data interfaces. D.Provide technical support to identify target opportunities for improvement in program efficiency, effectiveness, reporting, and overall performance. E.Provide support for CFM participation in standards bodies when requested. F.Attend meetings as required to do the work. G.Provide written, graphic, data, and presentation material as required The North American Industry Classification System (NAICS) Code is 541310 Architectural Services, with a Small Business Size Standard of $7.5 million. Interested small businesses are invited to respond to this sources sought by providing the below information. The written response to this notice should consist of the following items: a. Company Name. b. Company DUNS number. c. Company point of contact, mailing address, telephone and fax numbers, and website address d. Name, telephone number, and e-mail address of a company point of contact who has the authority and knowledge to clarify responses with government representative's. Date submitted. f. Type of Company: All respondents should be registered on the SAM located at https://www.sam.gov/portal/SAM/#1 and Vendor Information Page https://www.vip.vetbiz.gov/. g. Provide a narrative of your company's ability to perform Data Consultant Services for the creation of Federal Government or VA standards that involves BIM, Maximo, SEPS and other systems. h. Provide three Data Consulting and Support Service for the Creation of standards within the past five (5) years, each of which identifies the nature involved, type, and complexity. Respondents will NOT be notified individually of the results of the sources sought. Important Notice: It should be clearly understood that this Sources Sought notice is not an award or commitment by the Government. The offerors are further advised that funding may not become available.
