PLEASE SEE ATTACHED DOCUMENTS AND SUBMIT BIDS ACCORDINGLY. BIDS ARE DUE 1:00 P.M. ON 26 SEPTEMBER. *** Chiller Plant Alterations and Repair The Contractor shall furnish all labor, equipment, devices, and materials and performing all work required to accomplish the first phase of construction to Repair Air Handlers & Controls, Electronics Research Facility, Building 3, at the Rome Research Site (RRS) Rome, NY. This acquisition includes but is not limited to these principal features: Remove the entrance doors to Bays B & C and in fill the openings to match the existing. Install entrance door, as indicated on the drawings, in the stepped out section of the wall to the east of the original location. Relocate ¾" conduit running along floor to around top of the relocated door. Remove condenser water pump CWP-1, and associated accessories and store for reinstallation. Remove concrete pad and indicated sections of the 6" CHWS and CHWR. Remove pump's concrete pad, if necessary for equipment rigging. Install 500 ton chiller (B/C-2), York model YK (or approved equal); cooling tower (B/C-2), Baltimore Aircoil PT2 Series (or approved equal); indoor sump and all associated piping and accessories, rerouted 6" CHWS and CWHR piping, controls and structural members. Reinstall condenser water pump CWP-1 and updated piping for the existing 250 ton chiller and tower. Install a condenser water chemical feed system for the new chiller/tower. Equipment should be installed next to and match the existing. Three Pulsatron Model LE02SA-PTCJ-xxx, 6GPD pumps controlled by a Pulsatrol Series 9000 controller and sensors to measure conductivity and OPR. Work will be performed in accordance with the Technical Specifications for Chiller Plant Alterations and Repair, dated 24 October 2012, and Drawings dated 23 May 2016 (ATTACHMENT 1 and ATTACHMENT 2). This acquisition will be a 100% Small Business Set-Aside IAW FAR 19.5. The applicable NAICS code is 238220 with an associated small business size standard of $15,000,000 average annual revenue. The estimated magnitude of construction is between $500,000 and $1,000,000. Bidders must have the capability to provide payment and performance bonding in the amount of its bid. The Invitation for Bid (IFB) will be posted online at the Federal Business Opportunities website http://www.fbo.gov under the reference number FA8751-16-B-0002 on or about 26 Aug 2016. Bids will be due approximately 30 days later. A site visit will be conducted within 10 days after issuance of the IFB. The date will be finalized when the IFB is posted. The IFB documents will only be available electronically. Potential bidders will be responsible for downloading the IFB documents and for monitoring the website for possible amendments and any additional information. Award will be a firm fixed price (FFP) contract resulting from a competitive Invitation for Bid (IFB). Competing bidder's bids shall be ranked according to price. Award will be made to the lowest priced responsible bidder, whose bid is responsive to the terms of the IFB. Bids will be accepted on an all or none basis only. Partial bids will not be accepted. Successful bidders will be selected based upon the lowest total evaluated price (TEP) Interested vendors may register their contact information at the Federal Business Opportunities website under this notice. The list will be available online and is to facilitate subcontracting and teaming opportunities. NOTE: In order to receive a contract award, if issued, the successful bidder must be actively registered in and have their Online Representations and Certifications completed in the System for Acquisition Management (SAM) - www.SAM.gov. Bidders must also be actively registered in Wide Area Workflow (WAWF) - https://wawf.eb.mil. All responsible sources may submit a bid which shall be considered by the agency.
