Description
52.212-5 This is a Notice of Intent, not a request for proposal. The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with Illumina, Inc., 5200 Illumina Way, San Diego, CA, 92122 to procure one each MiSeq2 Sequence System (SY-410-1003), and NextSeq 500 Sequence System (SY-415-1001). The instrumentation is needed to perform deep sequencing to following influenza virus evolution. The sequencing systems must be compatible with existing Illumina Inc kits, platforms, and data collection software. Using a different platform would require extensive re-optimization of assays and may render previous data useless, and thereby introduce significant downtime and harm the mission of NIH. Place of delivery is Bethesda, MD 20892. The statutory authority for this sole source requirement is 41 U.S.C. 253 (c) (1) as implemented by FAR 6.302-1 only one source available, no substitutions possible, and replacement parts must be compatible with existing equipment. THIS IS NOT A REQUEST FOR PROPOSAL. All responsible sources that can provide the equipment may submit a response that will be considered by email (subject line to reference NOI-RML-E-1807842) to Janna Weber at janna.weber@nih.gov, by 3:00 pm mountain time September 6, 2016. All responses received by the closing date of this synopsis will be considered by the Government. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
