Description

Synopsis: This is a Sources Sought Notice. This advertisement is not a solicitation for offers, nor is it a request for proposals. A Request for Proposal may be issued by the Veteran's Health Administration (VHA) at a later date. For further information, please contact Eric L. Davis at eric.davis99@va.gov. The Veteran's Health Administration (VHA) is a seeking a suitable location for a minimum of 9,564 net usable square feet not to exceed a maximum of 9,999 net useable square feet of existing space or build-to-suit space in Kansas City, Missouri for a Transitional Residence capable of housing Veterans. The VA is conducting a competition for space and will locate this facility in the most advantageous location for the Government which also includes a close proximity to the Kansas City VA Medical Center for patient treatment. The Location, Access, Present Layout, its alterations and other factors will be considered when determining whether the space identified by offerors as appropriate. The space shall not be located within 1,000 feet from a public or private school and must be within one (1) block of either a main public transportation route or arterial route that feeds directly into a main public transportation route. The VHA is requiring a minimum of twenty (20) on-site parking spaces, two (2) of which are marked and designed as handicapped. The VHA requires all services, supplies, utilities, partitioning and required tenant alterations. The lease term will be for a total of ten (10) years; with termination rights for the VHA after the initial five (5) year term with a 90 day written notice. Occupancy is required by January 31, 2018 The acceptable site consists of a build-to-suit (new construction) or an existing space modified to meet the VA's needs. To be considered, the property offered shall be within a delineated area of North: East Front Street; East: Sterling Avenue; South: Gregory Blvd.; and West: State Line Road and within city limits of Kansas City, MO. Proposed property must have all city utilities available. The facility must be located in the 64128 zip code. Offers must provide evidence that properties are outside the 100 year flood plain. VA staff will conduct a market survey of properties offered for lease. Please provide the following in your package: 1) Site location (physical location of property); 2) Property description; 3) Total square footage; 4) Site condition; 5) Floor plans-if available; 6) Pictures if available; 7) Small Business determination status, if any. Interested offerors (owners, brokers or their legal representatives) should submit specific information (e-mail preferred eric.davis99@va.gov) concerning their properties to Eric L. Davis (VA Contracting Officer) at the below address no later than September 23, 2016, 2:00 p.m. CDT to be considered. *Net usable square feet does not include such common building areas as stairs, elevators, mechanical and utility rooms, ducts, shafts, vestibules, public corridors, and public toilets required by local code.
