Description
THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSALS. THERE WILL NOT BE A SOLICITATION, NOR SPECIFICATIONS, OR DRAWINGS AVAILABLE AT THIS TIME. The Norfolk District, Corps of Engineers is issuing this sources sought synopsis as a means of conducting market research to identify members of industry, including small business, having an interest in and the qualifications and resources capable to support the construction of a Training Support Facility at Fort Lee, Virginia. The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 236220 with a Small Business Size Standard of $36,500,000.00 PROJECT DESCRIPTION: The Training Support Facility includes 120,214 square feet of classrooms, administrative areas, rest rooms, arms storage vault, and consolidated entry and reception area. The facility also includes climate controlled high-bay material storage and standard height material storage areas. Special foundations will be required. Supporting facilities include site development, utility connections, lighting, paving, parking, walks, curbs and gutters, storm drainage, information systems, landscaping and signage. Heating and air conditioning will be provided by self-contained system. Project will comply with anti-terrorism and force protection requirements per Unified Facilities Criteria at Fort Lee, Virginia. The estimated price range is between $25M and $100M. SUBMISSION INSTRUCTIONS: If your organization has the potential capacity to perform these contract services, please provide the following information: (1) Cage Code and DUNS number; (2) Name of firm with address, phone number, and website address and point of contact with a corresponding e-mail address; (3) Bonding capacity that could be obtained for this project; (4) Business size/type; i.e., Large Business, 8(a), Hub-zone Small Business, Service-Disabled Veteran-Owned Small Business, Woman Owned Small Business, Other Small Business; (5) Indication of whether your firm, depending on the method of procurement, would submit a proposal for this project when it is formally advertised; (6) Indication of whether your firm would submit a proposal for this project if this project is set-aside for a 8(a), Hub-zone Small Business, Service-Disabled Veteran-Owned Small Business, Woman Owned Small Business or other Small Business when it is formally advertised; (7) Description of any significant subcontracting or teaming arrangements (such as joint ventures) that are anticipated in order to deliver this project; (8) Description of past experience on similar projects with greater than 50% construction complete or those projects completed within the past five years - provide no more than three project examples (see note below); and (9) Description of the work that will be self-performed. Note: Please include the following information for each project example: (1) Contract Number (2) Name and location of the project; (3) Name of Customer; (4) Point of Contact with the customer to include name, address, phone number and e-mail address; (5) General description of the project to include how it is similar to this project; (6) Dates of performance; (7) Date of completion or 50% of completion; (8) Dollar value of the project; (9) Your firm's role on the project: Prime Offeror, Joint Venture Partner, Subcontractor, Other; (10) Work your firm self-performed on the project; and (11) Type of project (full design or design-build). Interested parties who consider themselves qualified to perform the above listed services are invited to submit a response to this Sources Sought Notice Not Later Than September 7, 2016 at 4:00pm (EST). All responses under this Sources Sought Notice shall be mailed to U.S. Army Corps of Engineers, Norfolk District, ATTN: Joy Wright, Contracting Office, 803 Front Street, Norfolk, VA 23510. Please submit an original and an electronic copy of your capability package. The electronic copy may be in a pdf or image file format on a DVD or CD. The electronic copy will be used for administrative purposes only and will not be accepted as your response. In case of a discrepancy between the electronic copy and the original, the original will control. Limit your capability package to ten (10) pages. This sources sought should not be construed in any manner to be an obligation of the U.S. Corps of Engineers, Norfolk District to issue a contract, or result in any claim for reimbursement of costs for any effort you expend responding to this request.
