- Description
- The Department of Veterans Affairs, VA Boston Healthcare System, has a requirement for 2 second generation prototype LED helmets for research purposes. A fixed price contract of is anticipated and shall be awarded. It is the Government's belief that only PhotoMedex, Inc. of Montgomeryville, PA possesses the required capabilities to successfully meet this requirement. This vendor is the original fabricator of the first generation prototypes and is thus the only vendor capable of making this second set of helmets. This is not a sources sought announcement or a solicitation. This notice is advising the public of the Government's intent to issue a sole-source solicitation and award to this vendor. Inquiries/information received after the established deadline (August 25, 2016) shall not be considered. The submission of any data for review shall not impede award of this contract as planned. The Government does not intend to pay for information solicited. This synopsis is issued pursuant to FAR 6.302-1. A.1 STATEMENT OF WORK A.GENERAL INFORMATION 1. Title of Project: Helmets with Real and Sham light-emitting diodes 2. Scope of Work: The contractor shall provide all resources necessary to accomplish the deliverables described in this statement of work (SOW), except as may otherwise be specified. The contractor will provide end user with 2 helmet devices; one is real and one is a sham helmet used as a control device. 3. Background: This unique helmet is necessary for use in a VA-funded research project investigating if scalp application of light-emitting diodes (LED) in near-infrared (NIR) wavelengths improves thinking and memory in Veterans with Gulf War Veterans' Illnesses (GWVI). The title of this VA research project is: "Transcranial, Light-Emitting Diode (LED) Therapy to Improve Cognition in GWVI." REAL HELMET: Inside this helmet, the near-infrared diodes are embedded into flat "LED pods." Each LED pod is 6cm x 5cm in size (each LED pod is about 3/8 inch thick). A total of 18 pods are embedded into the inside of the helmet. There are 3 rows of 6 LED pods each - e.g., a row on the right side; a row in the center; and a row on the left side. The exact specifications and requirements for the Real LED helmet device are provided below: This product will contain Near-infrared (IR) LED PODs with 18 pods arranged in a Helmet Design. 18 individual PCB arrays with 20 IR on each PCB for a total of 360 IR, LED wavelengths 830+/-5nm with a bandwidth of 30+/-5nm. Each PCB array will have an emitter area of approximately 19 cm2, The irradiance of each PCB array will be determined (likely between 28 to 55 mW/cm2) Each PCB array will be individually fan cooled for a total of 18 fans per helmet. The helmet must contain an arrangement of 18 LED pods (3 rows, 6 pods each). One row on the right, one in the center and one on the left. LED pod size: 4.5 cm x 4.8 cm, 21.6cm2; Power Output per pod: 665.3 mW; Power Density per pod: 30.8 mW/cm2; Continuous Wave will be used where 1 J/cm2 = 32.5 sec. There must be separate on/off switches for each of the 3 rows of LED PODs. SHAM HELMET: This research project must use a helmet that contains on the inside, Sham light-emitting diodes (LEDs) that look identical to Real LEDs, but do not emit photons (light) in the near- infrared (830nm) wavelengths of light. This product will contain Near-infrared (IR) LEDs with 18 arranged in a Helmet Design. The IR LEDs will not be functioning because this helmet will be the control (sham). Each PCB array will have an emitter area of approximately 19 cm2. The irradiance of each PCB array will be 0 mW/cm2 because it will be the control (sham). Each PCB array will be individually fan cooled for a total of 18 fans per helmet. The helmet must contain an arrangement of 18 LED pods (3 rows, 6 pods each). One row on the right, one in the center and one on the left. LED pod size: 4.5 cm x 4.8 cm, 21.6cm2; Power Output per pod: 0 mW; Power Density per pod: 0mW/cm2. There must be separate on/off switches for each of the 3 rows of LEDs. Quantity (1) 4. Performance Period: The contractor shall complete the work required under this SOW in 3 months or less from date of award, unless otherwise directed by the Contracting Officer (CO). If the contractor proposes an earlier completion date, and the Government accepts the contractor's proposal, the contractor's proposed completion date shall prevail.
