- Sources sought for information and planning purposes to identify qualified and experienced sources for an anticipated single-award Indefinite Delivery/Indefinite Quantity firm-fixed price services contract under NAICS code 541512 with a small business size standard of $27.5M. Any size business may respond to this notice. The Department of the Navy ™s Navy Information Forces (NAVIFOR) Command requires a Contractor to analyze, sustain, maintain, engineer, integrate, and enhance Meteorology and Oceanography (METOC) Information Technology (IT) software/system capabilities. Subject to FAR Clause 52.215-3, entitled Solicitation for Information of Planning Purpose, this announcement constitutes a sources sought synopsis for written information only. This is not a solicitation announcement for proposals: a contract will not be awarded from of this announcement. This sources sought notice is not to be construed in any way as a commitment by the Government, nor will the Government pay for the information submitted in response. The Fleet Logistics Center, Norfolk, Virginia is seeking information on qualified and experienced sources for planning purposes in an effort to derive a contract vehicle to provide a technically competent and innovative contractor with expertise in the following technical disciplines: Software and Systems Engineering, METOC Data Architectures, and System Architectures, Numerical Weather Prediction and Oceanographic modeling, Oceanographic and Meteorological sciences and their applications to Naval Warfare, and DoD Cyber Security Policies and Compliance guidelines. This contract will provide IT software/systems support and sustainment services to COMNAVMETOCCOM, NAVIFOR, and their subordinate commands in four key functional areas: 1) Architecture, Systems Engineering, and Integration Support; 2) Software Application Maintenance, Sustainment, Enhancements, and Software Engineering; 3) Data Architecture, Services, Data Modeling, and Data Administration Support; 4) Naval Oceanography Web-based Distribution. Work of the same or similar nature is currently being performed by General Dynamics Information Technology, Inc. under contract N00104-12-D-Q178. Reponses to this Sources Sought request shall include the following information in this format: 1.Company name, address, point of contact name, phone number, fax number and email address. 2.Contractor and Government Entity (CAGE) Code. 3.Size of business “ indicate socio-economic small business category(ies) if other than a large business. 4.GSA and/or Seaport-e contract number(s), if applicable 5.Capability statement displaying the contractor ™s ability to meet the basic contractor qualifications and provide the services as detailed in the scope of work. Past performance information may be provided to bolster the contractor ™s capability statement. If past performance information is provided, please include only relevant past performance on the same/similar work within the last 5 years with a performance duration of one year or longer. Please also include in past performance information the contract numbers, dollar value, and period of performance for each contract referenced in the response to this sources sought. 6.Include any other supporting documentation the respondent believes to be germane. Documentation supporting capability to meet the requirements as stated in the PWS must be presented in sufficient detail for the Government to determine that your company possesses the necessary qualifications, expertise and experience to compete for this acquisition. Standard company brochures will not be reviewed. Submissions are not to exceed five (5) typewritten pages, single-spaced, in no less than 12 font size. Cover pages, if included, do not count against the page limitation. Responses should be emailed to Mr. Tom Armstrong at thomas.armstrong@navy.mil by 3:00 PM ET on 02 September 2016. Again, this is not a request for a proposal. Respondents will not be notified of the results.
