Description
**********Synopses (Sole Source Intent Notice)********** Cab Technology Integration Lab (CTIL) Head-Up Display (HUD) The Federal Railroad Administration (FRA), Washington, DC, intends to award a Sole Source, Firm-Fixed Price (FFP) Contract to the Massachusetts Institute of technology (MIT) in Cambridge, Massachusetts, to design, build, install and support Head-Up- Display for use in the FRA CTIL locomotive simulator. CTIL outfitting with a HUD will allow research on HUD advantages for train driving and trust in automated decision-making which improves safety, fuel conservation and potentially reduces costs. MIT has developed a unique expertise in the development and evaluation of high speed rail scheduling and HUD display under previous CTIL research. Using any contractor other than MIT would duplicate effort, delay the program schedule and significantly increase costs. Under the authority of FAR 6.302, this proposed contract action, for which the Government intends to solicit only one source, will procure all labor, materials and other costs to design, build, install and support Head-Up- Display for use in the FRA CTIL locomotive simulator. The system shall be fully integrated and operable with the current CORY's Thunder simulation and modeling system currently installed in the CTIL. This synopsis is not a request for competitive proposals; however, interested parties may identify their interest and capability to respond to this requirement. Respondents must provide a capability statement for "Cab Technology Integration Lab (CTIL) Head-Up Display". Oral communications are not acceptable in response to this synopsis. Interested parties with the capability of meeting the proposed requirements are requested to provide an e-mail to the FRA point of contact, Mr. Isaac Rosier, Jr., ( isaac.rosier@dot.gov ) no later than 2:00 p.m. EDT on Monday, 08/29/2016. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the FRA not to compete this proposed effort on a full and open competition basis based upon responses to this notice is solely within the discretion of the FRA.
