Description
The Air Force Research Laboratory, Directed Energy Contracting Directorate (RVKDB) intends to award additional work to Raytheon Company on a sole-source basis under the existing contract, FA8650-13-C-1525. This notice is being issued for market research purposes only, with the intent of determining whether other sources are capable of meeting the agency's needs exist. Other interested parties may respond to this announcement and provide a brief statement of capability no later than 02 September 2016 to Kimerie S. Smith at kimerie.smith@us.af.mil. The Government intends to procure these items using Other Than Full and Open Competition as prescribed by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The objective of the LRIL program is to develop and demonstrate the state-of-the-art in inverse synthetic aperture LADAR (ISAL) technology. The goal is to produce an ISAL image from a space object in geosynchronous orbit. Under the current contract, FA8650-13-C-1525, Raytheon Company completed the design and development of the low power ISAL transceiver. For this action, significant additional work is required for factory acceptance testing of the Low Power Transceiver and installation of the integration of the Low Power Transceiver at Maui Space Surveillance Site (MSSS). It is envisioned that the additional work will encompass the following tasks: •· Additional factory testing and analysis of the herterodyne mixing efficiency and fractional shot noise. •· Integration of the Low Power Transceiver with MSSS. •· Redesign, refrabrication, and reinstallation of the optical/ RF modulation chain components at MSSS. Statutory Authority permitting Other than Full and Open Competition : 10 USC 2304(c)(1), as implemented by FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy the agency requirements. Sole Source Rationale : The Government foresees an unacceptable delay and a significant duplication of cost in fulfilling the agency's requirement should this effort be competed due to the years of design, development, and risk reductions performed by the current contractor and the time required to compete and award a new contract. The design and development of the basic laser, stable master oscillator, waveform encoding, power amplifiers, and receiver system are being executed under a separate contract, FA8650-11-C-1162, entitled Identification at Range Integrated Sensor (IRIS) with Raytheon Company. The IRIS contract FA8650-11-C-1162 was awarded to Raytheon after a full and open competition in March 2011. Raytheon Company' s familiarity and substantial involvement with a parallel research effort that shared nearly 80% of the specialized technical hardware in LADAR imaging makes them uniquely qualified to perform the work currently contracted under FA8650-13-C-1525 along with the additional work as contemplated.
