Description
Notice of Intent to Sole Source The US Department of Transportation (DOT), Pipeline and Hazardous Material Safety Administration (PHMSA), Acquisition Services Division hereby issue this notice of intent to sole source. PHMSA intends to award a sole source firm-fixed price contract to the Mechanical and Aerospace Engineering Department of North Carolina State University (NCSU) located at 911 Oval Drive Raleigh NC 27695-7910 for researching composite metal foams (CMFs) for improvements to the crash impact absorption and insulation for railroad cars to preserve hazardous materials by use of metal foams. NCSU is a world renowned educational institution and has particular expertise in metal composites. NCSU has developed a proprietary method used to produce ultra-strong, high-impact absorption, and light-weight CMFs. The head scientist, who has spent several years in this specific field manipulating and refining mechanical properties of CMF, is Dr. Afsaneh Rabiei of their Department of Mechanical and Aerospace Engineering. Due to her unique skills, Dr. Rabiei is able to tune the properties of these CMFs to specific applications. NCSU is the sole proprietary owner of the CMF R&D research. PHMSA's research indicates that no other source exists that will satisfy this requirement of researching CMFs for improvements to the crash impact absorption and insulation for railroad cars to preserve hazardous materials by use of metal foams. The NAICS code is 611310 [COLLEGES, UNIVERSITIES AND PROFESSIONAL SCHOOLS]. This notice is not a request for competitive quotes. No solicitation document is available and telephone requests will not be accepted. However, sources may submit descriptive literature, fully documenting their capability to provide the research with CMF stated above within the timeframes needed which will be considered by the agency. It is anticipated that an award will be issued to NCSU, within approximately fifteen (15) days after the date of this notice unless the Government determines that any other organization has the capacity to meet this requirement. All responses shall be received no later than 3:00 PM ET on 06 September 2016 to the attention of Shaukat Mirza via email at shaukat.Mirza@dot.gov.
