Description
This is a Request for Information (RFI) from interested sources. Response to this RFI is voluntary and at the contractor's expense. The Government is seeking exceptionally and highly qualified sources with only specific, recent experience and excellent CPARS-documented past performance in the sustainment of fielded United States Marine Corps (USMC) Command, Control, Computer, Communications, and Intelligence Systems/Tactical Networks (C4I/TN) on a Global 24/7/365 technical support services basis. The work to be performed is for non-personal technical support services and deliverable products required by Marine Corps Tactical Systems Support Activity (MCTSSA) for fielded C4I/TN concerning the United States Marine Corps (USMC) Operating Forces (OPFOR). Technical support under this effort includes on-site/on-call support primarily located at the MCTSSA Operating Forces Tactical Systems Support Center (OFTSSC), Camp Pendleton, CA, with additional and sizable on-site/on-call technical representation at specified USMC Command organizations worldwide, including military exercise technical support based upon the operational schedule of the supported USMC units, and embedded technical support of various OPFOR contingency operations (e.g., hazardous duty, combat operations, peace-keeping, humanitarian relief, etc.) on a discrete basis. The work includes, but is not limited to, on-site/on-call system administration, systems installation, and expert-level troubleshooting of C4I/TN, scheduled military exercise support, contingency exercise support, deployed technical support, on-site C4I/TN over-the-shoulder training, SharePoint technical support, test & engineering assessment support, and technical guidance to the OPFOR on fielded USMC & Joint-Coalition C4I/TN. Additional technical support requirements include providing regional on-site support for USMC C4I/TN which include, combat operation centers, various command and control systems, satellite communication systems, and fire support systems throughout the OPFOR, both in the continental United States and outside the continental United States. The goal is to provide expert and timely C4I/TN technical support to the Warfighter globally. Industry responses to this RFI may determine the Government's acquisition strategy. Responses shall explain in detail: (1) the contractor's specific and unique experience with expert technical support services concerning the USMC C4I/TN and Microsoft SharePoint in support of OPFOR's technical sustainment, military exercise, and combat operations support. (2) a reference list of related support contracts within the past three (3) years only, to include contract number, dollar value, a brief description of services, and points of contact with phone numbers; (3) information related to the contractor's business size and socio-economic status; (4) the GSA Federal Supply Schedule contract number or GWAC MAS if the contractor has a contract citing the applicable labor mixes that are authorized under the referenced contract or other available contact vehicle; and (5) a statement as to the capability of providing expert and highly skilled employees who possess the necessary knowledge, skills and abilities to perform the required work. This Sources Sought Notice is for information and planning purposes only, and it does not constitute a solicitation and should not be construed as a commitment of any kind by the Government to issue a solicitation or award a contract. Interested parties having the required experience and skills necessary to meet all the above requirements are invited to submit a formal Capability Statement via email to Jon D. Aaron, Contract Specialist, at jon.d.aaron@usmc.mil by 5 Sep 2016.
