- The Federal Aviation Administration (FAA) has a requirement for a Forensic Construction Schedule Analyst to examine the CPM schedule for a major construction project. In accordance with Federal Aviation Administration (FAA) Acquisition Management System (AMS) Policy 3.2.1.2.1 - this announcement is to conduct a Market Survey for the purpose of soliciting statements of interest and capabilities from interested vendors. This announcement is not a screening information request (SIR) or request for offer (RFO) of any kind. It is for information and planning purposes only and is not to be construed as a commitment by the Government. Further, the FAA is not seeking or accepting unsolicited proposals. This market survey is also being conducted in order to obtain the information necessary to determine whether adequate competition exists to set-aside the competition among small businesses, service-disabled veteran-owned small businesses (SDVOSB) or SBA 8(a) certified firm. The North American Industry Classification (NAICS) code for this requirement is: 541330. SDVOSB and SBA 8(a) companies are highly encouraged to submit on this Market Survey. Potential vendors must meet the following requirements: 15 years of experience resolving construction schedule claims and cost overruns on projects valued at a minimum of $20M 15 years of experience testifying as a subject matter expert regarding schedule claims and cost overruns 10 years of experience working in the construction industry Master of Science in Construction Management, MBA, or a relevant engineering discipline BS degree in Architecture, or a relevant engineering /construction discipline Please submit Resume ™/Capability Statement and any SBA or SDVOSB certifications (if applicable), by the closing date of August 26, 2016.
