Description
This is a sources sought announcement only. All responses will be used for market analysis in determining the availability of potential qualified small businesses that may be used to determine appropriate acquisition strategy. No solicitation is being issued at this time, but may be issued at a later date. This notice shall not be construed as a commitment by the Government to ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. All information submitted in response to this announcement is voluntary; the Government will not pay for information requested not will it compensate any respondent for any cost incurred in developing information provided to the Government. The North American Industry Classification Systems (NAICS) Code proposed for the requirement is 334310, Audio and Video Equipment Manufacturing. The size standard for NAICS 334310 is 750 employees. The Charlie Norwood VA Medical Center is seeking small business sources (i.e. Service Disable Veteran Owned Small Business (SDVOSB), Veteran Owned Small Business (VOSB), Hubzone, 8a, Woman Owned, Small Disadvantaged, Small Businesses, etc.) to provide all labor and materials necessary in the performance of the requirement as provided in the Statement of Work (SOW) below. Interested firms are requested to provide their aforementioned information, along with interest and capability statements no later than 5:00 pm on August 29, 2016. No pricing input is being requested. This Sources Sought Notice is issued for the purpose of market research in accordance with Federal Acquisition Regulation Part 10. Additional information regarding this requirement will be posted for viewing on FedBizOpps at https://www.fbo.gov/ as it becomes available. All potential offerors are reminded that lack of registration in the System for Award Management (https://www.sam.gov) will make an offeror ineligible for contract award. NOTE: It is the responsibility of all potential offeror's to monitor the FedBizOpps web site for the release of any future synopses or release of the solicitation and any associated amendments. Service Disabled Veteran Owned Small Businesses and Veteran Owned Small Businesses must be registered in the Vendor Information Pages (VIP) at https://www.vip.vetbiz.gov/ in order to be considered for award. Any information provided by the industry to the Government as a result of this sources sought synopsis is strictly voluntary. No entitlements to payment of direct or indirect costs or charges to the Government will arise as a result of contractor submission of responses, or the Government's use of such information. No solicitation document is available at this time; this notice is to acquire information only. Vendors interested in providing an offer will have to respond to a solicitation announcement published separately. STATEMENT OF WORK PROJECT: GYMNATORIUM A/V SYSTEM, UPTOWN VA MEDICAL CENTER, BLDG 110, ROOM: 2A-135, 1 FREEDOM WAY, AUGUSTA, GA, 30904 SCOPE OF WORK: Contractor shall provide all material, equipment, labor and supervision required to install A/V system in the gymnatorium. Contractor will provide a turnkey solution for the A/V system (audio/visual system) in the gymnatorium. Contractor will remove existing equipment; install a new system that will include new speakers, new mixer and amplifier, microphone and remote control switches for audio and visual function. Contractor will also install and mount in a protective cage a video projector on the wall below the existing sound booth and install sound panels to maximize sound in the room. Contractor will conceal all cables by wiremold. Contractor will provide training for staff that will use the system and provide (1) one year on-site maintenance contract and a proposal for a service contract after warranty and maintenance contract expires. REPORTING: For services performed during normal working hours, the contractor's technicians are to report to Recreation Therapy Supervisor (Denise Whitten x7395), to report/sign-in. Vendor is required to obtain a VA PIV badge, which shall be worn at all times while on station. After work is completed, the contractor's technician(s) are to submit in writing, a complete report of services performed. The contractor will provide flowcharts and system documents on completion of the work. The Recreation Therapy supervisor, or her designee, must sign the service report before the technician(s) leave the facility. PERFORMANCE: Contractor shall comply with all requirements set forth by National Fire Protection Association (NFPA), Occupational Safety and Health Administration (OSHA) and The Joint Commission, to include NFPA 70: National Electric Code and NFPA 101: Life Safety Code. Further, the contractor shall follow safety precautions including the use of personal protective equipment (i.e. proper attire, masks, gloves, and eye protection). Contractor will design, test, and install A/V system and sound panels to optimize the audio in the room. Contractor will supply all necessary hardware, audio rack, camera cage, cabling, and accessories. Contractor shall be responsible to verify available power and power requirements of equipment. Tag out all dangerous power sources. Contractor will program the control system and provide system operational training for normal usage and trouble-shooting for designated RT staff. Contractor will sub-contract electrical work. Contractor will insure that all applicable freight, insurance, permits, and licenses are lawful. Contractor will provide necessary equipment to complete the work, such as the use of a lift. Approved fire stop shall be used on fire wall penetrations. All wire and cables to be concealed by wire mold. Contractor will remove all existing old equipment from the VA property. The contractor is to clean up and leave the area of work ready for hospital business during the next day. All tools shall be fully supervised by contractor technicians and fully secured when not in use. EQUIPMENT: Brand name or equal Dual Channel Power Amplifier Line array main Speakers Shure Wireless lavalier and wireless handheld microphone systems Digital Signal Processor Audio Mixer with at least 10 inputs and 6 outputs that includes remote control pad to access controls 7000-8500 lumen high-definition projector with remote control and VGA/HDMI connectors Blue-ray/DVD/CD player HOURS OF WORK: Work is to be performed during normal hours, between the hours of 7:00am - 3:30pm Monday - Friday, and shall be completed no later than 1 week after award date.
