- Gas Analyzer COMBINED SYNOPSIS/SOLICITATION This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR 12.6, Streamlined Procedures for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; Quotes are being requested and a written solicitation will not be issued. The solicitation number is W81XWH16T0386. The solicitation is issued as a request for quotation (RFQ). Provisions and clauses in effect through Federal Acquisition Circular 2005-78 are incorporated. It is the contractor's responsibility to be familiar with the applicable clauses and provisions. The NAICS code is 334516, with a small business size of 1000 employees. This is a Full and Open Competition requirement; all qualified vendors are encouraged to submit a quote. The United States Army Medical Research Acquisition Activity (USAMRAA) on behalf of the Walter Reed Army Institute of Research (WRAIR) requests responses from qualified sources capable of supplies that are brand name or equal to the to the gas analyzer equipment requested according to specifications listed in the Request for Quote. INSTRUCTIONS TO OFFERORS SUBJECT: Request for Quote (RFQ) - Gas Analyzer Equipment You are being requested to submit a quote in response to the requirements of the United States Army Medical Research Acquisition Activity (USAMRAA) on behalf of the Walter Reed Army Institute of Research (WRAIR) to provide a AdInstruments Gas Analyzer Equipment (Brand Name or Equal) according to specifications listed in the Request for Quote. SPECIFIC REQUIREMENTS This requirement will be a Firm Fixed Price (FFP) contract. Performance requirements for this contract are provided in the attached Minimum Essential Characteristics (MECs) of this RFQ. Your submission must include your quote as a Firm-Fixed Price order and shall also address all requirements as stated in the request for quote. The Offeror's price proposal shall also include all other costs and reductions, discounts, or rebates offered. Offerors' quotes shall be submitted in English and in US dollars. It shall also remain open for a minimum of 90 days from the date of submission. Offerors must certify and return the representations and certifications in 252.209-7991. The Government intends to award an order without discussions. Offeror should provide their best, complete proposal upon initial submission. The Government reserves the right to hold discussions if deemed necessary by the Contracting Officer. PROPOSAL DUE DATE: No Later Than (NLT): 29 Aug 2016 at 5:00 PM Eastern Time. Price quotes must be emailed to Hugo Robinson at hugo.m.robinson.civ@mail.mil. MECS Minimum Essential Characteristics (MECs) 1.The equipment (data acquisition system) will be used for converting analog signal to digital signal of different physiological parameters in a penetrating ballistic-like brain injury (PBBI) model in rats. 2.In our experiments, multiple assessments will be carried out simultaneously in the same rat. The data acquisition system shall have at least 16 analog input channels. 3.In our experiments, the physiological signals might change within milliseconds. The frequency response and sampling rate shall be high enough (desired frequency response is 25 kHz and desired sample rate is 200 kHz) to ensure the signal integrity. The analog-to-digital resolution shall be at least 16 bits. 4.The data acquisition system shall have at least 4 inputs which can be configured as single ended or differential. This allows us to use different input connectors of the sensors/transducers apart from the BNC connector. 5.The software of the data acquisition system shall allow us to access the data files generated from the current data acquisition system (the file format is.adicht). 6.The gas analyzer will be used for measuring the carbon dioxide and oxygen concentrations of the respiratory gas, which are important physiological parameters. The analyzer shall be as one unit, instead of individual units (different modules for measuring different gases), in order to save lab space and minimize errors/complications due to connection between units. 7.To ensure precise and accurate measurement of the respiratory gas, the resolutions shall be at least 0.01% for oxygen and 0.1% for carbon dioxide. Also, the response time shall be within a range of 90-130 ms for carbon dioxide and 130-300 ms for oxygen at a flow rate of 200-50 ml/min. 8.The gas analyzer shall be compatible with our current data acquisition system. (Model #: Powerlab 16/35, AD Instruments). 9.Our lab is currently using Powerlab data acquisition system (Model #: Powerlab 16/35) for converting analog signal into digital signal, and a gas analyzer (Model #: ML206). Both units are from AD Instruments. They have been used for many years and plenty of experimental results have been published by our lab. We expect the technical specification of the requested data acquisition system and gas analyzer shall be the same as the current ones to ensure consistency of our data generated from the old and new system.
