- Notice Type: Special Notice Set Aside: NA Classification Code: 5821 The Mission and Installation Contracting Command (MICC-Fort Sill) intends to award a firm-fixed price sole source contract for Battle Lab Radios at Fort Sill, Oklahoma. The Rajant radios will enable the Fires Battle Lab (FBL) to communicate across post and worldwide. The LX5 utilize high bandwidth communications in support of Army experimentation. The North American Industrial Classification System (NAICS) Code applicable to this requirement is 334111. The applicable size standard is 1,250 Employees. A determination not to compete this requirement was made pursuant to 10 USC 2304(c)(1) and Federal Acquisition Regulation (FAR) 13.106-1(b)(i), only one responsible source. The Government intends to procure sole source requirement under Simplified Acquisition Procedures in FAR Part 13, and Commercial Procedures in FAR Part 12. The Rajant radio is the air defense community's accepted communication device utilized on all Counter Rocket Artillery Mortar platforms. The Rajant radio provided the necessary bandwidth and reliability needed during Fort Sill's 2016 MFIX event, enabling live laser and railgun engagements to take place on Fort Sill for the very first time. Without this wireless meshed system, Fires Battle Lab cannot meet mission requirements to support Army experimentation and the ARCIC directed experiment campaign plan as directed under TR 71-20. THIS NOTICE IS NOT A REQUEST FOR QUOTATIONS AND A SOLICITATION WILL NOT BE ISSUED. Interested concerns must show clear and convincing evidence that competition for this requirement exists and would be advantageous to the Government and shall be furnished in sufficient detail to demonstrate the ability to comply with the requirement listed. If no affirmative written response is received by 29 August 2016, then the Government will proceed negotiation with the known source Rajant Corporation. Oral communication is not acceptable in response to this notice. All responsible sources may submit a response which, if timely received, will be considered. Pursuant to FAR 4.1102(a), prospective contractors shall be registered in the System for Award Management (SAM) database prior to award of a contract.
