Description
The Naval Special Warfare (NSW) Command, Contracting Department, San Diego CA 92155 intends to issue a single solicitation for award of up to three (3) firm-fixed price contracts for Bareboat Charters. Period of Performance for all Charters: 12-month Base period (anticipated no later than 30 Sept 2016 - 29 Sept 2017) and three (3) 12-month Options. The services will be acquired in accordance with the Federal Acquisition Regulation (FAR) Part 12 - Acquisition of Commercial Items and FAR Part 13, Simplified Acquisition Procedures. This is a 100% small business set-aside. The North American Industry Classification System (NAICS) code for this acquisition is 532411 Commercial Air, Rail, and Water Transportation Equipment Rental and Leasing. The size standard is $32.5M. Reference the attached solicitation for all pertinent information and quote submission instructions. PLEASE NOTE: All solicitation attachments are For Official Use Only (FOUO) documents. The Contracting Office shall only distribute solicitation attachments to company POCs listed in the SAM entity registration representing firms who are registered as small business under the applicable NAICS. All requests for solicitation attachments shall include the vendor's CAGE code and be directed to the Contracting Office by email, citing at a minimum "Bareboat Charter - San Diego, CA" in the subject line at the following address: WARCOM-CONTRACTS@socom.mil AMENDMENT 1 - TO PROVIDE RESPONSES TO VENDOR RFIs Question : Is there a separate "Bare Boat Charter Agreement" that will be used to consolidate the terms referenced in the RFQ and PWS into one document? Answer : No. The RFQ, PWS and other RFQ attachments consititute the terms and conditions that will be incorporated into any resulting contract. Per FAR 52.212-1 Instructions, the Quoter must include a statement that it either (a) agrees to the terms and conditions of this solicitation (which consists of the entire RFQ, including all documents, exhibits, and other attachments that are incorporated therein by reference and made a part thereof) and any solicitation amendments; or (b) takes exceptions to any terms or conditions of the solicitation, and clearly identifies those exceptions. Exceptions to any of the terms and conditions of this RFQ may be determined unacceptable by the Government. Question : Will Contractor be notified of the area of operations prior to extended voyage in order for Contractor to assure coverage if operations occur outside SeaTow and Tow Boat US/ Vessel Assist contract area? Answer : Yes. PWS paragraph 7.0 Place of Acceptance, Return, and Performance indicates the area of operations, for which the Contractor shall maintain continuous coverage. The Government shall provide notice prior to any extended voyage outside the typical area of operations. Question : Is the Emergency weather plan limited to the designated dockage location? Answer : No. The Emergency weather plan shall be presented to the Government for any dockage location. However, such plans may be provided to the Government prior to movement to a new dockage location, and do not need to be submitted with the quote. Question : Are there a specific required minimum limits and descriptions of coverage?  Hull Insurance  Collision Liability  Personal Injury Answer : No. Insurance limits and coverage shall be consistent with relevant industry standards.
