Type: Special Notice SUBPART: 16 - Aircraft Components & Accessories Subject: Modified Seat Cargo Pallets REF No: FA9302-16-M-F042 DUE: 08/26/16 @ 4:00 pm PDT POC: Matt D. Chartier DESCRIPTION: This is a Synopsis of Contract Action; this document does NOT constitute a Request for Quotation, Request for Proposal, Invitation to Bid, or a commitment, implied or otherwise, that AFTC/PZIEA will take procurement action in this matter. The Government reserves the right to reject in whole or in part any industry input as a result of this announcement. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow-up information requests. The purpose of this synopsis is to notify industry of the United States Air Force intent of contract action and possibly gain knowledge of other potentially qualified sources and their size classifications. The Government also recognizes that proprietary data may be a part of this effort, and cautions that such data be clearly marked "restricted" or "proprietary" data, and present it as an addendum to the non-restricted/non-proprietary information. Please do not request a copy of a solicitation as one does not exist. This synopsis is for a proposed contract, IAW FAR 5.201(b)(1), for which the Government intends to negotiate with only one source IAW 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." The Air Force Test Center (AFTC), Edwards AFB intends to award a sole-source Firm-Fixed Price (FFP) contract to AAR Mobility Systems. The proposed source is the manufacturer and can produce four cargo pallets modified with passenger-seat mounting tracks that are intended to be installed on the KC-46 aircraft to meet immediate mission requirements. Anticipated award date is 31 August, 2016. The NAICS code is 336360. Requirements: 1. Four cargo pallets modified with passenger-seat mounting tracks are intended to be installed on the KC-46 aircraft to meet immediate mission requirements. AAR Mobility Systems is the original manufacturer of the pallets. 2. The outside dimensions are 88 in X 108 in, conforming to an HCU-6E pallet, also known as a463L pallet. The pallet restraint system is compatible with military cargo systems that would secure a HCU-6E pallet. The thickness of the pallet is approximately 2.56 inches. The seat track rail design will accommodate existing seat track adapters, such as ANCRA PN 40191-13 for the full length of the seat track. There will be four seat track rails running parallel to the long, 108 in dimension of the pallet. Two rails will be on either side of the pallet centerline and symmetrical. The first rail is 3.664 in from the centerline and the second is spaced 20.75 in from the first rail. The seat track rails should be integrated into the pallet design to withstand a 9g forward loading of 3900 lb with a center of gravity at 22.85 in above the pallet surface with the pallet held by the locks in the aircraft cargo floor. The forward/aft direction will be parallel to the long, 108 in, dimension of the pallet. The Government is requesting that interested concerns feeling they can fully support this requirement furnish the following information: - Company name, address, point of contact, telephone number, and e-mail address - All information furnished shall be in writing and must contain sufficient detail to allow the government technical representative to evaluate and determine if it can meet the requirement.
