- The National Park Service intends to negotiate and award a sole source, Firm Fixed Price (FFP) delivery order to HP Enterprise Services, LLC (HP Enterprise Services), 136000 Eds Drive, Herndon, VA 20171, under the authority of FAR 8.4056(b)(1) Items peculiar to one manufacturer, HP Enterprise for three (3) USAccess Light Credentialing Solution (LCS) Kits with laptops. The LCS Kits are turnkey, combined enrollment and activation kit that ships in a portable, wheeled case that contains all the software and hardware peripherals needed to enroll applicants and activate credentials. LCS kits can be moved and shipped easily between locations using the included shipping case. The kits provide all the hardware and software required to conduct enrollments and activations. The kit comes in two versions: one that contains a laptop preloaded with the requisite software, and another that ships without a laptop that includes an installation CD and instructions for loading the software on an Agency provided system, including Federal Desktop Core Configuration (FDCC) systems. (http://www.fedidcard.gov/impllightcredentialing.aspx) The LCS Kits include pre-configured laptops, Facial Image Capture Camera, Facial Image Capture Middleware, Template Generator, Template Matcher, Transparent Reader, Single Fingerprint Capture, PIV Middleware, CMS Middleware, Device Middleware, Document Scanner, USB Hub, Power Strip, Network Cable, Desktop Tripod, Photobackdrop Cloth, Wheeled Shipping Case with Foam, and Combination Padlock. Additionally, the kits are HSPD-12 certified. THIS NOTICE IS NOT A FORMAL SOLICITATION. THIS NOTICE IS NOT CONSIDERED A REQUEST FOR PROPOSAL (RFP). NO SOLICITATION DOCUMENT IS AVAILABLE AND TELEPHONE REQUESTS WILL NOT BE HONORED. No contract will be awarded on the basis of information received in response to this notice. Any response to this notice must show clear, compelling, and convincing evidence that competition will be advantageous to the Government. If no affirmative written response is received, the delivery order may be awarded without further notice. A determination not to compete this proposed delivery order upon responses to this notice is solely within the discretion of the Government. Information related to the potential availability of other sources that can fulfill this requirement must be received by the Contracting Officer listed below via electronic mail at terri_dyke@nps.gov no later than 8:00 AM Eastern Time on August 25, 2016.
