- This is a Sources Sought Notice seeking information on potential sources qualified to provide the Commander Navy Region Southeast with Ecumenical Youth Outreach Ministry services for the middle and high school youth communities at NAVAL STATION, GUANTANAMO BAY, CUBA. THIS IS NOT A REQUOEST FOR PROPOSALS, QUOTATIONS, OR BIDS. As part of its market research, NAVSUP Fleet Logistics Center Jacksonville (FLCJ) is issuing this Sources Sought Notice to determine the interest and capability of potential sources. The Government may use the responses for information and planning purposes. This Sources Sought Notice describes only the currently contemplated possible scope of services and may vary from the scope of work in a final Performance Work Statement (PWS) included in any Request for Quotations (RFQ). This Sources Sought Notice is only for the purpose of identifying potential sources as part of NAVSUP FLCJ ™s market research. No RFQ exists; therefore, do not request a copy of the RFQ. It is intended to procure Ecumenical Youth Outreach Ministry services for the middle and high school youth communities at Naval Station Guantanamo Bay, Cuba. The Contractor shall develop a program that is designed to meet the community needs based on the PWS requirements to ensure an effective youth program. The Contractor shall provide guidance for youth with regard to their spiritual development, programs, and activities. The Contractor shall maintain sensitivity with respect to all faith groups. The program shall have Christian content and be structured so that youth shall meet, learn, and grow in spiritual and ethical values, character building, social issues awareness, and life-style choices. The following Contractor tasks are included in support of the requirement: Develop and direct a senior high (grades 9-12) youth outreach organization Develop and direct a middle school (grades 6-8) youth outreach organization Develop and direct senior high leadership training retreats Develop and direct adult volunteer training, coordinate parent support groups, and plan meetings Plans shall include the following events at a minimum: 1. Senior High Youth Meetings: The Contractor shall conduct an estimate of 36 weekly senior high school (9-12th grades) youth meetings. 2. Senior High Small Group Meetings: The Contractor shall conduct an estimate of 36 weekly small group meetings. 3. Senior High Day Events: The Contractor shall conduct an estimate of three (3) all day (9:00 am to 3:00 pm) senior high day activities for senior high (9-12th grades) youth. 4. Senior High Leadership Retreat: The Contractor shall develop, coordinate, and implement an estimate of one (1) annual weekend retreat (for example: Friday afternoon to Sunday afternoon) that shall enable the students to: fellowship, share experiences and struggles with other teens, be given appropriate religious guidance and instruction, and be taught about character building and leadership development. 5. Senior High Community Relations Project: The Contractor shall plan, coordinate, and conduct a service project. 6. Middle School Youth Meetings: The Contractor shall conduct an estimate of 24 weekly middle school (7-8th grades) youth meetings. 7. Middle School Small Group Meetings: The Contractor shall conduct an estimate of 24 weekly small group meetings. 8. Middle School Day Events: The Contractor shall conduct an estimate of three (3) all day middle school day activities for middle school (7-8th grades). 9. Middle School Leadership Retreat: The Contractor shall develop, coordinate, and implement an estimate of one (1) annual weekend retreat (for example: Friday afternoon to Sunday afternoon) that shall enable students to: fellowship, share experiences and struggles with other teens, be given appropriate religious guidance and instruction, and be taught about character building and leadership development. 10. Middle School Community Relations Project: The Contractor shall plan, coordinate, and conduct a local service project, such as clean up, trash removal, or renovating projects. 11. Presence: The Contractor shall be present with the youth on a variety of occasions, by visiting schools, sporting events, lunches, and/or social activities where youth are expected to assemble or congregate. The purpose is to make and build relationships with youth and to demonstrate that the youth program is accessible to all youth. 12. Volunteer Training: The Contractor shall conduct an estimate of one (1) per every six months, two-day training to be held at the Base Chapel (for example: Friday afternoon to Saturday evening) designed to train adult volunteers in particular areas of youth work. 13. Volunteer Training/Planning Sessions: The Contractor shall conduct monthly volunteer training and planning sessions, for an estimate of ninety (90) minutes each, consisting of training in youth work principles, and planning for upcoming meetings and events. 14. Youth Worker Reports: The Contractor shall provide monthly Youth Worker Reports of meetings and events to the respective Command Chaplain and to other recipients deemed appropriate by the same. 15. Community Youth Worker Publicity: A Youth Worker Newsletter shall be published an estimate of one (1) per month, with the purpose of informing parents of successes and plans for the future. The Contractor shall provide sufficient publicity efforts prior to key youth activities in order to adequately keep parents and the general community informed. The Contractor shall use methods including, but not limited to, weekly church bulletin announcements, social media, yearly and monthly calendars, and verbal announcements. 16. Community Support Group: Quarterly, the Contractor shall conduct Community Support Group meetings to provide guidance on how parents may assist the youth program staff. 17. Summer Youth Event: The Contractor shall develop, coordinate, and implement at least one (1) annual summer youth event for both Senior High and Middle School Youth Groups. A firm fixed price (FFP) non-personal services contract is anticipated. The anticipated period of performance is 30 September 2016 to 29 September 2017. The Contractor shall be required to perform work at NS GUANTANAMO BAY, CUBA. Responses to this Sources Sought Notice are not quotes on which NAVSUP FLCJ can issue a contract. This notice is issued for information and planning purposes only and does not itself constitute an RFQ. The Government does not intend to award a contract based only on responses to this Sources Sought Notice. Please restrict all responses to non-proprietary information. Responses to the Sources Sought Notice will not be returned. Responders are solely responsible for all expenses associated with responding to this Sources Sought Notice. NAVSUP FLCJ will not pay for information received in response to this Sources Sought Notice. There is no commitment by the Government to issue an RFQ, make an award or awards, or to be responsible for any monies expended by industry responses to this Sources Sought Notice. Quoters possessing the requisite skills, resources and capabilities necessary to perform the stated requirement are invited to respond to this notice via the submission of a Capabilities Statement. The submission should include the following information: 1) company name, address, and point of contact with corresponding phone number and e-mail address; 2) DUNS number, business size and classification; and 3) a capabilities statement including a summary of services. Do not submit pricing information in response to this Sources Sought Notice. All submissions are required to be submitted via email to dina.herron@navy.mil no later than 12:00 pm (EST) on 25 August 2016.
