Description
Haemonetics RFQ best and final United States Navy Ship Mercy via the DLA Distribution Center San Diego has the following requirement for the Haemonetics Automated Cell Processor - 215 Cell Processor to provide a safe way to freeze, thaw and wash red blood cells that support the needs of deployed fleets and its capacity for blood storage depots. Item: Haemonetics ACP-215 Cell Processor Manufacturer Part Number: 02215-110-E National Stock Number (NSN): 6640-0149-19330 Quantity: 6 Each This action is being conducted under the Multiple Award Schedule Program. The authority waiving the competition requirement is FAR 8.405-6 (b)(1), DFARS 208.405-1, Order Placement - only one manufacturing source meets the capability of providing the supplies or services required under FAR 16.505(b)(2)(ii). The supplies or services ordered are highly specialized and unique to Haemonetics. The USNS Mercy is replacing its 12-year-old Haemonetics ACP-215 cell processor. The Navy now operates stockpiles and equipment on amphibious assault vessels and hospital vessels located worldwide. The processor is used primarily in onboard ship blood banks. It has a self-contained and automated processor that provides proper mixing of red blood cells. The processors are to replace current cell processors. The unit comes with sterile disposable kits to help decrease the risks of bacterial contamination and extends cell storage by 14-days. Minimum clinical performance requirements: - remove glycerol from thawed red blood cell units; adds preservative solutions; uses deglycerolization kit, 12% hypertonic NaCI solution; 0.9% NaCI 0.2% Dextrose solution, and AS-3 preservative solution. - Power source: shipboard 110 VAC outlets Voltage requirements: 110-120 VAC +/-10%, 5 AMPS - FDA certification approval - Biomedical repair training to perform all necessary preventive maintenance and calibrations. ECAT vendors have the opportunity to add products that fall within the scope of the ECAT contract at any time. DLA Troop Support will continue to attempt to locate other acceptable sources for the ECAT program for future requirements as they arise; however, any new items would need to meet the U.S. Navy and DoD requirements and undergo testing and evaluation.
