- Government Furnished Equipment List Request for Proposal Synopsis: This is a combined synopsis/solicitation for commercial services. This announcement constitutes the only notice. The purpose of this acquisition is to establish a firm fixed price contract for repair, test, and return to service of C-130J engines and nacelles. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source by a request for proposal. Requirement is for a quantity of 2 each repair of engines and 3 each repair of nacelles. There are no options with this requirement. Place of delivery is to be determined (TBD) at time of actual repair. Delivery is required 120 Calendar Days ARO item in need of repair. Assets will be shipped FOB destination. This is a sole source requirement IAW FAR 6.302-1. Rolls-Royce is the only responsible source with the engineering data required to perform these services. This notice of intent is not a request for competitive proposals. However, responsible sources may submit a capability statement or quotation, which shall be considered by the agency. A determination by the Government not to compete this proposed contract based upon response to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Proposals are due 06 SEP 2016. Electronic procedures will be used for this solicitation at https://www.fbo.gov/ only. NO TELEPHONE REQUESTS WILL BE HONORED, and no hard copies will be mailed out. The US Government does not own any technical data for this requirement. All questions regarding the RFP must be submitted in writing to wendy.creager@us.af.mil with a copy to brandi.moody@us.af.mil. NO TELEPHONIC QUESTIONS. All questions and answers will be uploaded to FBO. However, the identity of the potential offeror will not be included. Offerors are encouraged to register to receive notification for solicitation and all amendments/revisions and to check the FBO site prior to submission of proposal. Anticipated award date is 23 SEP 2016.
