- Description
- 1) This is a non-personnel services contract to provide LAND MOBILE RADIO MAINTENANCE AND REPAIR. U.S. Army utilizes LMR for communications across Europe. As such this requires LMR Operation and maintenance (O&M) support and services for LMR systems and equipment. These LMR communication systems are necessary for mission requirements for the Combined Headquarters, United States Army, Europe and Seventh Army, Office of the Provost Marshal. The LMR repair and services for Government-Owned (LMR) equipment encompasses the Directorates of Emergency Services (DES), Fire Protection Services (FPS) and other IMCOM-E directorates, 9th Military Police (MP) Detachment and Protective Services Detachments (PSD) from Headquarters U.S. Army Europe (USAREUR), Africa Command (AFRICOM), National Atlantic Treaty Organization (NATO) Brussels and Strategic Air Command (SACEUR). Services for LMR equipment are for U.S. Army Installations in Germany, Italy, Belgium, Netherlands, and Romania. Below is brief synopsis of the service requirements (not all inclusive). a) LMR Support, Maintenance and Repair services: The contractor shall provide recurring operational, maintenance, and repair services for LMR equipment based on a provided density list. This provides the Government with operational equipment, repair, and support for LMR equipment outside of the standard warranty period. This provides the government expedited service for items currently under warranty. b) Preventative Maintenance: The contractor shall provide an operational test and alignment of infrastructure equipment once per calendar year at each performance location to be completed within 90 days of contract award to ensure that all equipment meets original manufacturer's specifications. c) Infrastructure Repair (IR) with Advance Replacement: The contractor shall repair all equipment manufactured and supplied by Motorola, to include equipment from third-party infrastructure vendors. d) Dedicated System Manager: The contractor shall provide a system manager dedicated to the LMR network and will coordinate all aspects related to the support, monitoring, and maintenance of the LMR network, from day-to-day routine upkeep of the system to managing quick response for emergency service calls, coordinating additional technical support and following up on repairs. The System Manager will assist with the development of the USAREUR fleet map for all of the garrisons in the region. The System Manager will provide database management, oversee the implementation of trunked LMR network, and coordinate user training. This will involve interfacing with user groups and conducting regular meetings to review their operational requirements to enable system functionality and radio programming tailored for user needs. System performance reports are routine parts of the job. The review includes a portfolio of reports that the System Manager creates from raw system data that will help the government 5th SC LMR Program Manager make informed daily operational and critical planning decisions relative to future network expansion and technology migration. e) Non-Recurring Support: Non-recurring services are the installation and/or removal of base stations, base station antennas, repeaters, repeater antennas, gold-elite consoles, central electronic banks, operator positions, mobiles, mobile antennas, logging recorders, emergency systems including lights and sirens on all vehicles. 2) The solicitation will result in a Hybrid Contract with Time-and-Material CLINs service contract. 3) The performance period is one (1) 12 month base period and two (2) 12 month option periods with performance commencing in September 2016. 4) The solicitation will be issued on or about 29 Aug 2016 with an anticipated closing date of 16 Sept 2016.
