- In accordance with the FAA Acquisition Management System 3.2.2.4, this announcement is to inform all interested parties of the FAA's decision to contract via single-source procedures. The FAA intends to award a contract to Schneider Electric of Palatine, IL for the procurement of thirteen Phase I Air Traffic Control Center (ARTCC) Critical Essential Power Systems (ACEPS) upgrades (hereinafter Phase I Upgrades ). This contract will run for approximately seven years. This contract will commence on or about December 15, 2016 and have a ceiling of $32,960,655. In addition, FAA contract DTFAWA-14-D-00001 with Schneider Electric will be modified in the next 30 days to permit the purchase of three additional Phase I Upgrades and miscellaneous Electrical Distribution Equipment (EDE) for repair and/or replacement at various FAA sites. The ceiling of DTFAWA-14-D-00001 will be increased from $9,630,000 to $17,840,689. The FAA has a continuing need for standardized Electrical Distribution Equipment (EDE), for renovation of existing Air Traffic Control sites and the construction of new ones. Additionally, the EDE supplier must fully support the FAA s Integrated Logistic Support (ILS) system and provide technical training. These supplies and services are currently provided by the Schneider Corporation under Contract # DTFAWA-14-D-00001. To date the FAA has procured ten Phase I Upgrades from Schneider Electric. For the FAA to switch to the equipment of another manufacturer for the remaining Phase I upgrades at this time would result in prohibitively large and unnecessary expenditures and unacceptable delays. With regard to the miscellaneous equipment for repair and/or renovation of various FAA sites, Schneider Electric is the only manufacturer equipped to provide these items. The FAA intends to conduct a full and open competition for the procurement of Phase 2 Air Traffic Control Center (ARTCC) Critical Essential Power Systems (ACEPS) upgrades. A Market Survey (#25410) was posted on June 2, 2016. A competitive solicitation is not available for this procurement. This announcement is for informational purposes only, and is not a Screening Information Request (SIR) or request for a proposal of any kind. The FAA is not seeking or accepting unsolicited proposals. The FAA is not liable for any costs associated with the preparing of a response to this announcement.
