- Sources Sought Notice NB PR774040-16-05140 This is a Sources Sought Notice ONLY. Requests for copies of a solicitation will not receive a response. This Notice is for planning purposes only and is not a Request for Proposal, Request for Quotation, or an obligation on the part of the NIST for conducting a follow-on acquisition. NIST does not intend to award a contract on the basis of this Notice, or otherwise pay for the information requested. No entitlement or payment of direct or indirect costs or charges by NIST will arise as a result of submission of responses to this Notice and NIST use of such information. NO SOLICITATION DOCUMENTS EXIST AT THIS TIME. NIST is seeking information on commercial vendors that are capable of providing a dataset containing three requested data fields, DATE OF BIRTH, GENDER, and FIVE-DIGIT ZIP CODE for a large geographical and population area of the United States. The database needs to contain variations that are representative of the entire United States. Thus, it should include metropolitan areas, suburban areas, rural areas, deserts, forests, coastline, valleys, and mountains. Description of Services Required: 1. Data for the largest, most diverse states of the country, such as California and Texas. Data for medium sized states, such as Maryland, and for a small state, such as Rhode Island. 2. The data shall be delivered as a single tab-delimited data file containing one line for each individual. The lines should be formatted as: YYYY-MM-DD ZIP5 S Where YYYY is the four-digit year of birth, MM is the two-digit month of birth, DD is the two-digit day of birth, ZIP5 is the 5 digit ZIP code, and S is the sex. For example: 1961-08-04 20500 M 1964-01-17 20500 F Delivery/Acceptance: 1. The dataset shall be made available to NIST by download over the Internet or delivered to NIST on a DVD. The vendor shall compress the dataset using the ZIP or GZIP compression tools. 2. The dataset should be accompanied with verification information to assure that it has not been corrupted during transmission. Verification information should include the number of lines in the dataset and the SHA1 hash of the database file. The SHA1 hash can be calculated using open source software such as the OpenSSL command-line tool. For further information on SHA1, please see FIPS 180-4, or https://en.wikipedia.org/wiki/SHA-1. Period of Performance: 1. NIST understands that the dataset may be provided on a license basis. As such, NIST will require a license for not less than 24 months. NIST will require at least 1 year (FY17) to perform research with this dataset and will be using the dataset to prepare an article for publication in the peer-reviewed literature. Given delays associated with publishing and the chance that article reviewers may request that additional calculations be done with the data, a second year (FY18) will be required as well. Software upgrades during the 2-year term shall be included. NIST is seeking responses from responsible small business sources. The NAICS code for this procurement is 518210 - Data Processing, Hosting and Related Services, with a small business size standard of $32,500,000.00. Please include your company's size classification and socio-economic status in any response to this notice. Companies able to provide such services are requested to email a detailed response describing their abilities to judith.hicklin@nist.gov, no later than the response date for this sources sought notice. The report should include any information relevant to your capabilities. Also, please provide the following information as part of the response to this sources sought notice: 1. Name of company/companies that are authorized provide services, including address, and a point of contact for the company (name, phone number, fax number and email address). 2. Indication of whether the products are currently on one or more GSA Federal Supply Schedule contracts or any other government-wide contracts. If so, please provide the applicable contract number(s). 3. Any other relevant information that is not listed above which the Government should consider in developing specification requirements.
