- NOTICE OF INTENT TO SOLE SOURCE 1. Solicitation Number: W81XWH-16-T-0394 2. Sole Source Title: sciFlexarrayer SX 3. Agency: U.S. Army Medical U.S Army Medical Research Institute of Infectious Diseases (USAMRIID), Fort Detrick, Frederick, MD 4. Contracting Office: U.S. Army Medical Research Acquisition Activity (USAMRAA), Fort Detrick, Frederick, MD 5. Location: Fort Detrick, Frederick, MD 6. Description: The U.S. Army Medical Research Acquisition Activity (USAMRAA) intends to award a sole source Firm-Fixed Price supply contract to Scienion US, Inc. DUNS 054041916 and CAGE Code 7NAE3. The statutory authority permitting the acquisition of this requirement by other than full and open competition is 41 U.S.C. 1901. The Federal Acquisition Regulation (FAR) citation is 13.501-1(a)(1)(i), and the FAR citation title is "Only one source reasonably available" to include brand name. 7. Background: The U.S. Army Medical Research Institute of Infectious Diseases (USAMRIID) has an outstanding national reputation to protect both the Military personnel and civilians from the threat of infectious diseases. USAMRIID plays a vital role in the status of the country's preparedness for biological terrorism and biological warfare and is known the birthplace of medical biodefense operating containment laboratories with extensive training and consultation to other agencies in establishing their own facilities. The requirement is for a sciFlexarrayer SX a protein printer as a requirement for the purpose of intent to sole source. The system shall have the ability to record and designate incorrectly spotted material with the ability to re-spot the missing spots, and able to print organic solvents with low viscosity. 8. Scope and Purpose: This requirement is shall be met with the following minimum essential characteristics (MECS). The protein printer is required for the Government laboratory to produce-throughput miniaturized assays (microarrays) that are an essential part of the day-to-day operations to meet research milestones. Include a one (1) 12 month warranty period and at a later date purchase a support of a maintenance service package consist of either of a Platinum Service, Gold Service or PMI Only for annual visits. The decision on the service plan will be determined at the time of purchase on or before the standard (1) 12 month warranty period. The sciFlexarrayer SX shall have the following Minimum Essential characteristics that are essential to the requirement for USAMRIID: MECs for the sciFlexarrayer SX: 1. Shall have Pico dispense capillaries with piezo ceramic around glass capillary. 2. Shall have automated mounted cameras for QC purposes. 3. Shall have the ability to record and designate incorrectly spotted material. 4. Shall have the ability to re-spot missing spots. 5. Shall be automatically identify problems during printing and pause the print run for further adjustment before allowing a print to be completed. 6. Shall be able to spot arrays in and on multiple surface formats; i.e. slides, multi-well plates, and Petri dishes. 7. Shall use ultra-sonication method to clean the nozzles. 8. Shall have a spot accuracy of 1 micro meter. 9. Shall have a sample recovery feature where unused material is re-deposited into source plate. 10. Shall have temperature controlled print nozzles. 11. Shall have temperature controlled source plate mount; cooling and heating. 12. Shall be able to print at Dew Point conditions. Chamber conditions must be regulated from 10% above room humidity up to 85%. 13. Shall be able to print organic solvents as well as aqueous buffers and deliver 50 to 800 picoliter drops of aqueous or organic solvents at < 1 to 5 mPa.s (CPS) 14. Shall be able to print samples of low viscosity. 15. Shall be able to mix droplets of different origin on the printing surface. 16. Shall be able to use fiducial marks to allow highly accurate positioning of substances even when the biosensors are not entirely uniform or are not perfectly well arrayed on the target holder. 17. Shall have standard 12 months warranty starts one day after complete on-site installation and training for all moving parts and electronics performed by qualified Scienion US, Inc. personnel. 18. Shall have software provides operational of automatic workflow with Windows 7. 19. Shall have PC with LCD monitor configured on a CD with user manual in PDF format enables the simulation of runs for training or process development. 9. North American Industry Classification System (NAICS) Code: The NAICS code for this requirement is 339999 size 500 employees, All Other Miscellaneous Manufacturing. 10. Anticipated Period of Performance: The anticipated period of performance is a 12 months for a standard warranty. Service personnel from Scienion US, Inc. will install the instrument and verify that is operating properly. 11. Information to Industry: This Notice of Intent to Sole Source is for informational purposes only in accordance with (IAW) Federal Acquisition Regulation (FAR) 5.201 and not a request for competitive proposals. Therefore, no solicitation document exists for this requirement. Interested parties should submit a Capability Statement and pricing information for this requirement within fifteen (15) days of public notice to be considered by the Government. A determination to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Responses received will be considered solely for the purpose of determining whether to conduct a competitive requirement. 12. Response Due Date: Interested vendors should submit the Capability Statement in response to this Notice of Intent to Sole Source electronically by 10:00 AM (EST) 02 September 2016 via e-mail to the Contract Specialist, Ms. Wanda King, at wanda.d.king.civ@mail.mil. No phone calls will be accepted. 13. Notice Closes: This Notice of Intent to Sole Source closes on 02 September 2016 at 10:00 AM. (EST). 14. Confidentiality: No proprietary, classified, confidential, or sensitive information should be included in response to this notice. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).
