- The National Cancer Institute (NCI), Division of Cancer Epidemiology and Genetics (DCEG), Infections & Immunoepidemiology Branch (IIB), plans to procure, on a sole source basis, services for laboratory measurements of serum levels of DSAs and BAFF, from the Terasaki Foundation Laboratory, 11570 W Olympic Blvd, Los Angeles, CA 90064 - 1521, in order to maintain an essential research capability and consistency with previous testing results. The response close date of the notice for this requirement is in accordance with FAR 5.203(a)(1). This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and will be made pursuant to the authority in FAR Part 13.106-1(b)(1); and is exempt from the requirements of FAR Part 6. The North American Industry Classification System code is 541990 and the business size standard is $14.0 million. The period of performance shall be twelve (12) months from the date of award. It has been determined there are no opportunities to acquire green products or services for this procurement. PROJECT OBJECTIVES Solid organ transplantation is associated with an elevated risk of post-transplant lymphoproliferative disorder (PTLD). One possible contributing factor to PTLD, especially for cases arising after the first year post-transplant, may be chronic immune activation. To address this hypothesis, the National Cancer Institute (NCI) is conducting a nested case-control study of cancer among a cohort of adult liver transplant recipients followed at Baylor University Medical Center. The collaborating laboratory will measure serum levels of donor specific antibodies (DSAs) and the B-cell factor BAFF as markers of chronic immune activation that may predict the development of PTLD. UNIQUE QUALIFICATIONS OF THE CONTRACTOR Testing of samples must be evaluated in the Terasaki Family Foundation Laboratory, in order to ensure comparability with prior results. Specifically, in order to compare the donor specific antibody results of the samples tested with results from other Baylor liver transplant recipients tested in the Terasaki Family Foundation Laboratory previously, to see if the levels are higher or skewed with respect to class I or class II antibodies. CONTRACTOR REQUIREMENTS The Contractor shall perform the following tasks: Measurement of DSA Levels • The Contractor shall measure serum DSAs for 238 samples. • The measurements shall be conducted using a Luminex multiplex bead-based assay. • The Contractor shall separately assess DSA levels for antibodies against 100 class I HLA antigens and 98 class II HLA antigens. • The Contractor shall report results separately for each antigen, regarding presence or absence of the antibody, and if present, the mean fluorescence intensity along with a cutoff value. Measurement of BAFF Levels • The Contractor shall measure serum levels of BAFF for 238 samples. • The measurements shall be conducted using a Luminex bead-based assay. • The Contractor shall report results for each specimen as the mean fluorescence intensity along with a calibration curve to translate the result into a serum concentration. GOVERNMENT RESPONSIBILITES The NCI shall: • Arrange the shipment of the serum specimens to the Contractor, within 60 days of the award date. The NCI shall cover the expenses related to the shipment of the serum specimens to the Contractor's facility. • Analyze the research data and prepare research reports upon receipt of results from the Contractor REPORTING REQUIREMENTS AND DELIVERABLES All deliverables shall be sent to the NCI Technical Point of Contact, TBD AT AWARD, via email, at: TBD AT AWARD. Files listing subjects or samples shall be provided as Excel files or SAS files, as described below. The Contractor shall deliver the following to NCI/DCEG/IIB: 1. Excel file listing sample ID number and results for each tested HLA antigen (DSA present vs. absent; for positive results: mean fluorescence intensity of DSA, cutoff value). 2. Excel file listing sample ID number and results of BAFF tests (mean fluorescence intensity, concentration). INSPECTION AND ACCEPTANCE CRITERIA The Government shall have 30 days for inspection of each deliverable. The Government shall issue payment for each deliverable following acceptance of the deliverable. This notice is not a request for competitive quotation. However, if any interested party, especially small business believes it can meet the above requirement, it may submit a proposal or quote for the Government to consider. The response and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. Responses must be received in the contracting office by 11:00 AM EST, on August 31, 2016. All responses and questions must be via email to Contracting Officer, Megan Kisamore, at megan.kisamore@nih.gov. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractors must be registered and have valid certification through SAM.GOV and have Representations and Certifications filled out.
