- This combined synopsis and solicitation is being posted to the Federal Business Opportunities (FBO) page located at http://www.fbo.gov. It is understood that FBO is the single point of entry for posting of synopsis and solicitation to the internet. This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Request For Quotation (RFQ) number is N66604-16-Q-3140. Incorporated provisions and clauses are those in effect through the most recent Federal Acquisition Circular. This action is procurement is being processed on an unrestricted basis. The applicable NAICS code is 332911, with a size standard of 750 employees. The Naval Undersea Warfare Center Division Newport (NUWCDIVNPT) requires two (2) firm fixed price High Pressure Valves consisting of: 0001: High Pressure Valves: QTY 2 0002: Shipping: QTY 1 The High Pressure Valves must meet the following specifications: A valve operationally rated to 6000 psi with 2" outside diameter inlets and a full 1.5" diameter flow through internally with 2GR14 Grayloc couplings housed in a non-corrosive body: (1) Grayloc Coupling 2GR14 (2) Minimum working pressure of 6000 psi (3) 2" diameter Valve connection (4) Non Corrosive Valve Body (5) Manually Operated Delivery is six weeks after receipt of award (ARO). F.O.B Destination Newport, RI 02841. The provision at FAR 52.212-1, Instructions to Offerors - Commercial Items applies to this solicitation. The provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items applies to this solicitation. Clauses 52.212-4, Contract Terms and Conditions - Commercial Items and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items apply to this solicitation. Full text of incorporated FAR/DFARS clauses and provisions are available at: www.acquisition.gov/far. The following addenda or additional terms and conditions apply: In accordance with DFAR Clause 252.211-7003 the contractor shall provide a unique item identifier (UID) for all delivered items for which the Governments unit acquisition cost is $5,000.00 or more. Payment will be via wide area workflow (WAWF). Defense Priorities and Allocations System (DPAS) rating of DO-C9 applies. Section 508 does not apply. This requirement does not include EIT. Vendors must be registered in System for Award Management (SAM). Registration information can be found at https://www.sam.gov. Offerors shall include price, delivery terms, and the following additional information with submissions: point of contact (including phone number and email address), contractor cage code, and contractor DUNS. This requirement will be awarded to the offeror with the lowest price technically acceptable (LPTA) quote. Technically acceptable means the items quoted meet or exceed the listed minimum specifications and are quoted in the quantities specified. In order to be determined technically acceptable: (1) the offeror must quote the items specified, in the required quantities; and (2) the Government will consider past performance information in accordance with DFARS Provision 252.213-7000 where negative information within PPIRS-SR may render a quote being deemed technically unacceptable. All timely quotes will be considered. Quotes shall be submitted via email to nathaniel.barber@navy.mil. Quotes must be received by 2:00 p.m. EST on July 25, 2016.
