Description
For the Hanna Park fence line: 1. Question: Are any permits required from the city of Jacksonville? Answer: No permits are required unless Contractor deviates from the 5 ™ boundary or cuts a tree larger than 8 ť on the Hanna Park Side of the fence. 2. Question: Do we need to supply site specific Health and Safety Plan? Answer: Upon award, the Contractor will provide the Government a copy of the company safety plan that governs the employee ™s actions. 3. Question: If palm trees stay, do they have to be skinned smooth to 20 ™? Answer: All palm trees that remain will be skinned to 20 ™ or to the first live branches, whichever is less. The Contractor should have noticed at the site visit that most palm trees in Hanna Park are already skinned, the Statement of work requires palm trees within the 5 ™ area of the fence removed so the amount of palm trees required to be śskinned ť on the Hanna Park Fence clearing project may not be extensive. 4. Question: Can you supply 2-3 lay down area ™s along the fence line and show us on a map where they are proposed? Answer: See the attached map which indicates Contractor lay-down areas. 5. Question: Do we need to provide a portolet for the project? Answer: It is the Contractors responsibility to provide the necessary facilities for their employees. Use of Government facilities by Contractors is generally not permitted. 6. Question: While working along the road outside of the gate, do we need to supply barricades and signs indicating the lane will be closed while we work along that area? Answer: It is the Contractors responsibility to secure the appropriate amount of room to support safe tree trimming/removal operations. The Contactor may elect to use flags, signs, or barricades to secure the required area. 7. Question: When in people ™s backyards, do we need to re-sod within the 5 ™ area if it gets damaged or just re-sod the damaged area outside of the 5 ™ clearing area? Answer: The Contractor is responsible for repairing any ground indentations such as ruts from equipment or tree falling. Once ground indentations are repaired, the Contractor will re-seed using Bahia grass seed with an initial watering if possible. 8. Question: Is there a determination on cutting of trees that may not be fully in the 5 ™ cutting zone, i.e. if a tree is only 2 ť into the 5 ™ zone does it get cut? Or is it, if it ™s over half of the trees diameter in the 5 ™ zone, then it gets cut? Answer: If 50% of the diameter of the tree at the base of the tree is within the 5 ™ zone it will be removed if on the Navy side of the fence. If 50% of the diameter of the tree at the base of the tree is within the 5 ™ zone on the Hanna Park side of the fence and the tree is less than 8 ť in diameter it will be removed. Trees that remain and are leaning over the fence will be trimmed as required to remove the ability to be used to scale the fence. 9. Question: Please confirm the due date. Answer: Due date extended to 3 p.m. 29 August 2016. 10. Question: Since it is a wage rate project, do we need to supply certified payroll? Answer: The Contractor is not required to provide certified payroll. The Contractor is responsible to operate in accordance with the applicable wage rates for the occupational skill per Department of Labor requirements. More information may be obtained from www.dol.gov. 11. Question: Do you know how many spots we will have to bring out material to haul trucks? Answer: See the attached map which indicates contractor lay-down areas. 12. Question: Do you have the distances between the spots? Answer: See the attached map which indicates contractor lay-down areas. 13. Question: Do the lay down areas have to be seeded when done? Answer: The Contractor is responsible for returning the lay-down areas to the same or similar condition they were at when provided to the Contractor. 14. Question: How long can material sit at those locations (lay down location) before the haul trucks haul it? Answer: There is no set duration provided that everything is removed by the contract completion date.. However, should the storing of trees or weeds become a health or safety issue the Contractor may be asked by the Government to remove or resolve the issue. 15. Question: Can we spray Fence lines with commercial grade weed killer instead de-vining them by hand? (This will kill all vines. They will brown and dry up eventually falling off). This is more cost efficient and time saving. Answer: The applicator of the weed killer would need a certification in Right of Way pest control. Certification must be submitted to the Government for verification prior to work. ID Card Holders are not approved. Herbicide must be on the approved by NAVFAC Environmental. The intent of the project is to remove all growth from the fence and not leave brown dying vines in the fence. The Contractor could spray at beginning of job is this course is elected and remove the vines prior to completion of the job. 16. Question: Can we just trim the palms and trim boots on main trunk tight instead of debuting them śskinning them ť. There is a big diff. I don ™t believe it is necessary to remove boots off these trees in the middle of the woods as this is normally an esthetic thing ¦. And also a huge diff in cost. It would allow everyone to be more competitive on this bid. Answer: All palm trees that remain will be skinned to 20 ™ or to the first live branches, whichever is less.
