- Metabolomics Profiling Support Services HHS-NIH-NIDA-SSSA-NOI-16-682 INTRODUCTION The solicitation number is HHS-NIH-NIDA-SSSA-NOI-16-681 and the solicitation is issued as a PRE-SOLICITATION, NOTICE OF INTENT, to award a contract on a noncompetitive basis to Human Metabolome Technologies America located at 24 Denby Road, Suite 217, Boston, MA 02134. REGULATORY & STATUTORY AUTHORITY This acquisition is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13--Simplified Acquisition Procedures, Subpart 13.106-1, only one responsible source and no other supplies or services will satisfy agency requirements, and FAR Part 12--Acquisition of Commercial Items and is NOT expected to exceed the simplified acquisition threshold. Contracts awarded using FAR Part 13--Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6--Competition Requirements. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-89, dated July 14, 2016. NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE The associated NAICS code for this requirement is 541990 with size standard of $15 Million. CONTRACTING WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME) DETERMINATION The non-competitive determination is based upon the market research conducted as prescribed in FAR Part 10--Market Research, specifically the results of market research concluded that Human Metabolome Technologies America (HMT) is the only contractor capable of meeting the needs of this requirement to ensure continuity of science. Specifically, the National Institute on Aging (NIA) is currently engaged in a project using capillary electrophoresis time-of-flight mass spectrometry (CE-TOFMS) metabolomics to measure the serum concentrations of approximately 200 hydrophilc, polar small metabolites in brain and blood samples from the Baltimore Longituindal Study of Aging (BLSA). Sample analysis for this project has already been begun by HMT under purchase order HHSN271201500847P and NIA now requires advanced analysis of already acquired data from this effort as well as additional sample analysis to complete its project. As the data to be further analyzed under this requirement was originally processed by HMT using its proprietary procedures, only this entity is able to perform additional advanced scans on these data and reproducing comparable data with new samples while still ensuring standardization of data and results. Without standardized data and results, the long term efforts of the ongoing project would be jeopardized and any scientific conclusions from the data would be invalidated. Accordingly, only Human Metabolome Technologies America is capable of meeting the needs of this follow on requirement. This synopsis is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement. DESCRIPTION OF REQUIREMENT Background There is currently a pressing need to identify predictive blood-based biomarkers of Alzheimer's disease (AD) and to understand the mechanisms underlying AD pathogenesis. Currently the only modalities that are available for this purpose are assays of cerebrospinal fluid (CSF) markers of Aβ42 and tau (total and phosphorylated) and neuroimaging methods that quantify brain atrophy or fibrillar amyloid deposition. The National Institute on Aging is using mass spectrometry-based proteomic analyses in combination with multi-modal neuroimaging, to reveal a robust peripheral signal from the plasma proteome that appears to be associated with AD pathology. Metabolomics profiling services to assist in the processing of its analyses. Purpose and Objectives The purpose of this acquisition is to provide the National Institute on Aging with metabolomics profiling and reporting support services for brain tissue samples. This requirement constitutes a request for commercially available laboratory support services. Project Requirements The Contractor shall provide the following services: A. (200) human serum samples using capillary electrophoresis time-of-flight mass spectrometry (CE-TOFMS). The measurement shall be through advanced scan reporting. B. Measure the concentration of polar and hydrophilic small metabolites in one hundred thirty (130) human brain tissue samples using capillary electrophoresis time-of-flight mass spectrometry (CE-TOFMS). The measurement shall be through advanced scan reporting and absolute quantitation. C. For each of the above services, the contractor shall also perform statistical analyses of the utility of the metabolites as predictive biomarkers of incident AD and as markers of resilience to Alzheimer's Disease (AD) pathology. The contractor shall provide its interpretation, including annotation of relevant biological pathways, of the likely role(s) of the assayed metabolites in AD. Delivery & Reporting Requirements The Contractor shall deliver provide the following reports in reference to this requirement. Additionally, the contractor shall provide for the return of all unused samples to the Government. Unused samples should be returned to Ms. Melissa Swaby, NIA Clinical Program Specialist, at 251 Bayview Blvd., Suite 100, Room 08C226, Baltimore, MD 21224. Specific Reporting Requirements 1.Status Update Report - The contractor is required to provide written progress reports every 2 months of the award period of performance. The progress report shall cover all work completed during the specified period and shall present the work to be accomplished during the subsequent period. This report shall also identify any problems that arose and a statement explaining how the problem was resolved. This report shall also identify any problems that have arisen but have not been completely resolved and provide an explanation. The reports as well as final results should be sent by email to Dr. Madhav Thambisetty, MD, PhD (thambisettym@mail.nih.gov). 2.MS Excel spreadsheet with absolute brain tissue concentrations of the metabolites listed in the appendix (i.e. Advanced Scan with absolute quantitation) on all brain tissue samples provided to the contractor. 3.MS Excel spreadsheet with Advanced Scan Reporting on all available metabolites in the brain tissue samples provided. 4.MS Excel spreadsheet with Advanced Scan Reporting on all available metabolites in the serum samples provided to the contractor. 5.MS Word document detailing all the technical aspects of the experimental methodology used including coefficients of variation (CV) of the assays, specimen usage, and success/failure rate of the assay. 6. MS Word document summarizing key biological pathways implicated by metabolites associated with AD. Government Furnished Information/Property The Government shall provide the contractor with samples for the required efforts. The Government will pay for the shipping of samples on dry ice to the contractor. Data Rights The National Institute on Aging shall have unlimited rights to and ownership of all deliverables provided under this contract, including reports, data updates and statistical results. This includes the deliverables provided under the basic contract and any optional task deliverables exercised by the contracting officer. In addition, it includes any additional deliverables required by contract change. The definition of "unlimited rights" is contained in Federal Acquisition Regulation (FAR) 27.401, "Definitions." FAR clause 52.227-14, "Rights in Data-General," is hereby incorporated by reference and made a part of this contract/order. Period of Performance The period of performance for this requirement shall be 09/30/2016 through 09/29/2017. Place of Performance The contractor shall provide services from its own site. Contract Type A firm fixed price purchase order within the Simplified Acquisition threshold is anticipated. Payment shall be remitted using Electronic Funds Transfer on a NET30 basis. RESPONSE INSTRUCTIONS Responses to this solicitation must include sufficient information to establish the interested parties' bona-fide capabilities of providing the product or service. Offerors must provide both 1) a technical response and 2) a separate price quote. The price quote shall include: unit price, list price, shipping and handling costs, delivery days after contract award, delivery terms, prompt payment discount terms, F.O.B. Point (Destination or Origin), product or catalog number(s); product description; and any other information or factors that may be considered in the award decision. Such factors may include: past performance; special features required for effective program performance; trade-in considerations; probable life of the item selected as compared with that of a comparable item; warranty considerations; and maintenance availability. PLEASE ENSURE THAT ALL EVALUATION CRITERIA ARE SPECIFICALLY ADDRESSED IN ANY RESPONSE(S) SUBMITTED. EVALUATION CRITERIA FAR clause 52.212-2, Evaluation - Commercial Items (October 2014) applies to this acquisition and the specific evaluation criteria to be included in paragraph (a) of that provision are as follows: The Government will award a purchase order resulting from this solicitation on the basis of best value in consideration of both technical factors and price. Technical factors are as follows, in order of importance: 1.Technical Capability: The contractor shall detail in a technical proposal how its proposed support services meet each of the project requirements. Technical approach shall be evaluated for the ways in which the proposed support meets or exceeds the requirements. Exceeding requirements shall be considered favorably. 2.Past Performance: The Contractor shall provide a list of two (2) contracts or purchase orders completed during the past five (5) years, similar in size and scope to the requirements outlined in this Statement of Work. Experience shall include the following information for each contract or purchase order listed: a.Name of Contracting Organization b.Total Contract Value c.Description of Requirement d.Contract Period of Performance Past Performance shall be evaluated for relevance to the current requirement. APPLICABLE TERMS AND CONDITIONS INCORPORATED BY REFERENCE The following FAR clauses and provisions shall apply to this solicitation: 1.All Offerors MUST be actively registered in the System for Award Management (SAM) www.sam.gov. 2.The provision at FAR clause 52.212-1, Instructions to Offerors - Commercial Items (April 2014), applies to this acquisition. 3.A completed copy of the provision at FAR clause 52.212-3, Offeror Representations and Certifications - Commercial Items (March 2015), is required with any offer submitted. This requirement may be met by completion of the provision in the System for Award Management. 4.FAR clauses 52.212-4, Contract Terms and Conditions - Commercial Items (May 2015) and 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items (June 2016) apply to this acquisition. 5.The Defense Priorities and Allocations System (DPAS) are not applicable to this requirement. In addition, the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size must be included in the response. All Offerors must have an active registration in the System for Award Management (SAM) www.sam.gov."
