16T0191_sol N00164-16-T-0191 - 100% Small Business Set Aside - EVALUATION / REPAIR / REFURBISHMENT OF THE AN/SPS-49 MOTOR GENERATOR - FSC 5840 - NAICS: 335312 Issue Date: 22 AUG 2016 - Closing Date: 29 AUG, 2016 - Time 3:00 P.M. EDT This solicitation is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet. Please feel free to use the FBO site to access information posted by NSWC Crane. Naval Surface Warfare Center (NSWC) Crane Division intends to solicit, negotiate, and enter into a Firm Fixed Price Commercial Supply Contract IAW FAR 13, Simplified Acquisition Procedures for the following procurement: STATEMENT OF WORK FOR REPAIR WORK FOR PBLO PROGRAM FOR SPS -49 MOTOR GENERATOR (952546-1) 29 APRIL 2016 1. SCOPE This statement of work (SOW) defines the requirements for repair for the SPS-49 Motor Generator (952546-1). Government Furnished Material (GFM) information is provided in Section 4 and Appendix A. Build Sheet for the Motor Generator is located in Appendix B. 2. APPLICABLE DOCUMENTS The following documents of the revision or issue in effect at the date of the order or as other wised specified, form a part of this SOW. The exact revision of documents is not cited in the text of the SOW for convenience of reference. In the event of conflict between the documents referenced herein and the contents of this SOW, the contents of this SOW shall prevail. 2.1. Procedures, Manufacturer's Documents, and Drawings 952546 Motor Generator Drawing 952547 Motor Generator Specification 192396 Fuse Cartridge 897314 ID Plate 910339 Indicator Fuse 952548 Filter RF Interference 3. REQUIREMENTS 3.1 General Requirements 3.1.1. The contractor shall repair motor generators. 3.1.2. The contractor shall provide labor, materials, equipment, and facilities as defined by this SOW. See Section 4 for information, materials, and equipment to be provided by the Government. 3.1.3. The contractor shall adhere to turnaround time requirements for all repairs. All turnaround requirements shall be calculated using Government work days. The work days where the contractor is at a work stoppage due to awaiting a response from the Government shall not be calculated in turnaround time requirements. 3.1.4. The government will provide all technical documentation (manufacturer's drawings and specifications) before contractor begins work. 3.1.5. A government representative will inspect and access all missing components of the units before the contractor leaves the government facility with the unit. All missing components will be documented to ensure all parties understand the status of the units before unit is removed from the government facility. 3.1.6. The contractor shall analyze or preform an evaluation on the AN/SPS-49 motor generator unit to determine the level of repair in regards to performance parameters and recommend corrective actions to bring the unit back to A condition as per the performance specifications. The contractor shall provide an evaluation report to the Government. Each evaluation report shall identify the serial number of the unit evaluated; preliminary testing results, including the reason for failure; and state if the item is repairable. After receipt and review of the evaluation report, the Contracting Officer will authorize the contractor to proceed with the repair/refurbishment through a contract mod. (A001) 3.2. Facilities Requirements 3.2.1. The contractor shall possess, or have access to a work facility with the capability to meet the requirements of this SOW. 3.3. Transportation Requirements 3.3.1. The contractor will be responsible for transportation of the assets from the government facility to the contractor facility and back to the government facility after repairs have been completed. 3.3.2. The contractor shall be responsible for the safe loading, unloading, movement, and placement of GFE in their facility upon receipt of the GFE. The contractor shall be responsible for safe movement and (truck) loading and unloading of all GFE upon contract completion. 3.3.3. The contractor shall return the repaired motor generator to NSWC Crane, Building 3168 within 30 work days of the date that the assets were sent to the contractor facility. Acceptance will be as stated in Paragraph 3.7.15. 3.4. Logistics/Configuration Management (CM) Requirements 3.4.1. The contractor shall be responsible for ensuring each end item delivered to the Government conforms to the approved product drawings. 3.4.2. If the contractor believes there are errors in the GFI (drawings and process documents), the contractor shall inform the Government via a technical report. If the Government confirms there are errors, the Government will update the drawings/processes. (A002) 3.5. AN/SPS-49 Motor Generator (952546-1) Repair/Refurbishment Requirements 3.5.1. The contractor will analyze the motor generator with respect to performance parameters and recommend corrective actions to bring the motor generator back into the required performance specifications. 3.5.2. Levels of repair options are outlined below. Options are chosen based on the level of effort required to bring the asset back to performance specifications. 3.5.2.1. Level of Repair/Refurbish: Option 1- • Disassemble & Clean Parts • Rewind AC Stator • Rewind DC Fields & Interpoles • Turn & Undercut Commutators • Dynamically Balance Armature • Install New Bearings, Spring Washers, Thermal Switch's, Brushes, Brush springs and Brush Holder insulators • Assemble, Load Test Unit NOTE: Allow a minimum of 30 inches of wire extending from casting for the AC Stator, DC Fields and Interpoles 3.5.2.2. Level of Repair/Refurbish: Option 2- • Disassemble & Clean Parts • Rewind AC Stator Inspection and Acceptance is to be at destination with deliver F.O.B. Destination: NSWC Crane, IN 47522-5001. To be eligible for award of a Government contract, contractors must be properly registered in the System for Award Management (SAM). The link to the website is https://www.sam.gov. All changes to the requirement that occur prior to the closing date will be posted in FedBizOpps. It is the responsibility of interested vendors to monitor the FedBizOpps for amendments that may be issued to this solicitation. For changes made after the closing date, only those offers' that provide a proposal will be provided any changes/amendments and considered for future discussions and/or award. No hard copies of the solicitation will be mailed. Quotes must be submitted in the format specified in the solicitation.
