- Attachment 002 PWS Section L and M Chart ACCENT UPDATE/SYNOPSIS: The Government has a requirement for Army Cloud Computing Enterprise Transformation (ACCENT) which will provide commercial cloud solutions for eligible Army enterprise applications. The Army is moving designated Information Technology (IT) applications, systems, and associated data to the commercial cloud allowing Army application and mission owners to obtain cloud transition support services and commercial cloud hosting services in any combination. ACCENT will include Infrastructure as a Service (IaaS), Platform as a Service (PaaS) and Software as a Service (SaaS) cloud service models and components managed directly by the application or system owner (consumer) or purchased as a service from the cloud service provider. ACCENT will be the Army's preferred source used by all Army commands and organization requiring commercial cloud services and therefore all offeror's meeting the evaluation criteria will receive a BOA. This solicitation W52P1J-16-R-0194 will result in the execution of multiple Basic Ordering Agreements (BOAs). The Government will utilize ACCENT requirements using the two step procurement process. This solicitation will focus on the first step only. The first step is to execute BOAs to offerors whose proposals, in response to solicitation W52P1J-16-R-0194, are found to meet the minimum requirements of all the evaluation criteria. Evaluated Technical requirements will cover two areas of submission: Cloud Service offering DoD-PA certifications and Transition support services. Technical submissions will be limited to 13 pages only. No Prices will be submitted or evaluated. A revised Draft Performance Work Statement (PWS) Attachment 002 is provided as well as planned Section L and M submission and evaluation criteria at Attachment 001. See attached documents. Section L will provide a list of submissions for your proposal submission. The intent of step one is to evaluate technical capabilities and set a BOA ordering matrix that will outline which types and impact levels of services the individual BOA holder will be eligible to bid against as requirements are submitted. A requiring activity may need a combination or single cloud service offering. The Army does not know specifically what combination each application may require until specific requirements are developed for each application for Task Order (TO) competitions. Therefore, Offerors (teams) that hold more than one DOD PA may have the ability to propose on more TO competition requirements than those teams that hold only one DOD PA. The second step is the cognizant ordering contracting office will issue competitive Task Order request for specific ACCENT requirements. Pricing will be reviewed at the Task Order evaluation. The USG does not intend to answer any questions resulting from this synopsis. If questions are submitted after review of the formal RFP, once released, answers will be provided. Questions must be submitted within 2 weeks of release of the RFP so that adequate time is allowed to provide responses. The USG intends to release the formal RFP no later than September 7th, 2016. Therefore questions will be accepted until September 21, 2016. Updated Milestones: RFP Release September 7th, 2016 Proposal submission October 6th, 2016 BOA Execution Date February 2017
