The National Cancer Institute (NCI), Urologic Oncologic Branch (UOC) would like to procure a Brand Name or Equal Krumdieck Tissue Slicer and accessories. This is a combined synopsis/solicitation for commercial items, prepared in accordance with format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. This solicitation: No. N02RC62627-36 includes all applicable provisions and clauses in effect through FAR FAC 2005-88 (May 2016) simplified procedures for commercial items. The North American Industry Classification System code is 334516 and the business size standard is 500 employees. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. I. Description of Requirement In order to sterilely procure thin slices of patient tumor specimens for tissue culture, so that we may accurately characterize and quantify a drug's effect in a tissue model that preserves the complex in vivo tumor microenvironment, tumor tissue needs to be processed in an aseptic manner in order to reduce contamination. Furthermore, the tissue slices obtained must be produced according to highly controlled parameters to ensure that drug penetrates the thin slices in a homogenous manner. To our knowledge, the Krumdieck Tissue Slicer is the only commercially available instrument that is completely suited for this task because the microtome and reservoir are both made of stainless steel, allowing this device to be sterilized by autoclave. The closed loop cooling block allows the thin tissue slice to maintain its sterility once in the buffer solution. This is of the utmost importance when considering the variety of urological specimens that will be prepared for thin slice culture using this device. Furthermore, the electronic touchscreen controls allow the level of precision with parameter selection that cannot be matched by other units which use manual switches and dials. Urologic Oncology Branch (UOB) at NCI has been focused on studying urologic cancer at the clinical, genetic and molecular levels. UOB performs clinical research contributing to the development of surgical and diagnostic procedures, and development of novel therapeutics targeting human genitourinary cancer. A long-term goal at UOB is to utilize translational models in characterization and drug dosing experiments. The use of human tissue thin slice cultures may be the most accurate model for many characterization and drug dosing experiments as the maintenance of the cancer micro-environment abrogates many misgivings that the use of immortalized cell lines and animal models cannot achieve. The TSE Systems Krumdieck Tissue Slicer is crucial for our ability to perform these experiments because it allows us to aseptically derive thin slices of live human tissue from biological samples such as kidney, prostate and bladder, with optimal fine control of tissue slice parameters. The goal is to, in a highly controlled and reproducible manner, section live human tissue samples for thin slice culture experimentation where histological approximation of the experimental tissue via pathological analysis of adjacent slices can occur. Product Specification: This device is an automated microtome allowing the rapid preparation of aspetic slices of living tissue. It features a stainless steel reservoir and microtome allowing for autoclave sterilization, reengineered drive shaft reducing blade chatter, tissue slice thickness gauge and an incubation unit, which optimizes our thin slice procurement and culturing. Delivery: Contractor shall deliver the item(s) within 6 weeks after award to: NIH/NCI Bethesda, Maryland 20892. The Contractor that receives the award will be provided with the complete mailing address and point of contact. Upon award, contractor must notify the NCI Technical Point of Contact to schedule the delivery. III. Payment: Payment shall be made after delivery and acceptance by the Technical Point of Contact. Payment authorization requires submission and approval of invoice by the NCI COR and NIH Commercial Accounts. QUESTIONS ARE DUE: August 29, 2016 The purchase order will be awarded to the Lowest Price Technically Acceptable (LPTA). The award will be made on the basis of the lowest evaluated price of quotations meeting or exceeding the acceptability standards for the requirements/technical specifications stated above. The technical evaluation will be a determination based on information furnished by the vendor. The Government is not responsible for locating or securing any information which is not identified in the quote. The Government reserves the right to make an award without discussions. PROVISIONS AND CLAUSES: The following FAR provisions and clauses apply to this acquisition: FAR 52.211-6 Brand Name or Equal. (Aug 1999) (a) If an item in this solicitation is identified as "brand name or equal," the purchase description reflects the characteristics and level of quality that will satisfy the Government's needs. The salient physical, functional, or performance characteristics that "equal" products must meet are specified in the solicitation (b) To be considered for award, offers of "equal" products, including "equal" products of the brand name manufacturer, must- (1) Meet the salient physical, functional, or performance characteristic specified in this solicitation; (2) Clearly identify the item by- (i) Brand name, if any; and (ii) Make or model number; (3) Include descriptive literature such as illustrations, drawings, or a clear reference to previously furnished descriptive data or information available to the Contracting Officer; and (4) Clearly describe any modifications the offeror plans to make in a product to make it conform to the solicitation requirements. Mark any descriptive material to clearly show the modifications (c) The Contracting Officer will evaluate "equal" products on the basis of information furnished by the offeror or identified in the offer and reasonably available to the Contracting Officer.
