- Attachment 1, Pricing Schedule (Amendment 1) (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number is FA5270-16-Q-A070, and the solicitation is issued as a request for quote (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-89, effective 14 Jul 2016. (iv) This is not a set-aside. The North American Industry Classification System (NAICS) code for this solicitation is 333911. (v) The 18th Contracting Squadron has a requirement to purchase Vacuum Pumps for Kadena AB. Offerors shall use the Attachment 1, Pricing Schedule that includes all contract line item numbers, quantities and units of issue and fill in all unit prices and total amount blocks. The contractor shall also submit the specifications for items submitted that are sufficient for evaluation. All responsible sources may submit a quote. A firm fixed price purchase order is contemplated. (vi) Attachment 1, Pricing Schedule, contains the complete descriptions for the requirement of Vacuum Pumps at Kadena AB. (vii) Delivery and acceptance will be FOB (free on board) Destination. Defense Distribution Depot- San Joaquin Warehouse 30, CCP 25600 South Chrisman Road Tracy, CA 95376 (viii) The provision at FAR 52.212-1, Instructions to Offerors -- Commercial Items (Oct 2015), applies to this acquisition. This is included in Attachment 1, Pricing Schedule. (ix) The provision at FAR 52.212-2, Evaluation - Commercial Items (Oct 2014), applies to this acquisition. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered. The following factors shall be used to evaluate offers in the following relative order of importance: 1. Price - The Government will evaluate the total price of the offer for award purposes. 2. Technical capability of the system offered to meet the Government requirement. The Government will award a contract to the lowest priced technically acceptable offer. (x) Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items (Apr 2016), Alternate I (Oct 2014), with their offer, or complete paragraph (b) of 52.212-3, if the offeror has completed the annual representations and certifications electronically at http://www.sam.gov. This is included in Attachment 1, Pricing Schedule. (xi) The clause at FAR 52.212-4, Contract Terms and Conditions -- Commercial Items (May 2015), applies to this acquisition. This is included in Attachment 1, Pricing Schedule. (xii) The clause at FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items (Jun 2016) applies to this acquisition; This is included in Attachment 1, Pricing Schedule. (xiii) Additional FAR (Federal Acquisition Regulation), DFARS (Defense FAR Supplement) and AFFARS (Air Force FAR Supplement) clauses and provisions are included in Attachment 1, Pricing Schedule. (xiv) The Defense Priorities and Allocations System (DPAS) is not applicable to this acquisition. (xv) Offers are due 26 Aug 2016 not later than 10:00 am Japanese Standard Time (JST) / 25 Aug 2016 not later than 9:00 pm Eastern Daylight Time (EDT). In order to be eligible for award the contractor is required to be registered in the System for Award Management (SAM), http://www.sam.gov, and must get registered in Wide Area Workflow (WAWF) after award, https://wawf.eb.mil, if not already registered.
